prosperity and it is the indicator to inform the tedency both prosperity and deterioration of society which is consistent with Saman Rungsiyokrit, 2003: 1 says that the Thai bureaucracy is the major institution and importance to the stability
and survival of Thailand. It is also the main mechanism for prosperity development of the country in the future. Therefore, the bureaucracy must be rectified and reformed greatly for theThai bureaucracy will be the visionary system. it is the
