THE DEVELOPMENT OF MANAGEMENT IN PUBLIC WELFARE FOR COMMUNITY OF TEMPLE IN CHOMBURI PROVINCE

Abstract

The objectives of this research were: (1) to study the management in public welfare for community of temple in Chonburi province, (2) to study the method of management in public welfare for community of temple in Chonburi province, (3) to study the guideline for development of management in public welfare for community of temple in Chonburi province. This research was the mixed method research between the qualitative research and quantitative research that collected the data by the in-depth interview from 17 key informants through specific choosing method by specialists. The tools for data collection are structured in depth interview collected the data from interview and examined the data of 11 participants from focus group discussionand then data analysis from two stages by describing the quantitative research through the data collection from the sampling group of 300 out of 616 monks of total population through simple random sampling by using the ready program of Taro Yamane. The tool for data collection is the questionnaire and the data analysis used the statistic description are the percentage, mean, standard deviation.
The findings of this research as follows :
1. The management in public welfare for community of temple in Chonburi province, for the community helping activity procedure set up the training center of career seminar to the people to treat the patient as the nursing place with local wisdom, to give the knowledge to the monks and people to develop the mind to be good citizen to have the morality and behave according to the principle of Dhamma of Buddhism more than materialism and solution by themselves , for the community helping activity for the public welfare is to develop the community or has the better evolution both social economic and culture for community development that will develop both materialism and mind and promote the well beings of people. For the community helping activity for the public domains is to build for newspaper reading place, village library, museum in the temple, well for water supply in the village. For the agriculture that opens the public service for career training center that as the cooperation center of people for activities. For the helping the general people is to support the education and residence of good and poor students to have mind refuge and good behavior as the sample of youths and people.
2. The method of management in public welfare for community of temple in Chonburi province had five aspects such as the good work planning that is not against Dhammavinaya and Sangha Act. or rule of Supreme Sangha Council and law of Government. For the organization management is to create the convince along with objective of project that in each year the temple maintenance and support to have the material building. For the personnel, the abbot should have the duty for public welfare as the social assistance as the basic development of others efficiently. For the directing, is the working intention that will have good relations that creates the convince for working nicely. For the controlling, is the mind welfare to have the consciousness and wisdom to know how to solve the own problem, welfare in the morality and mind.
3. The guideline for development of management in public welfare for community of temple in Chonburi province according to Sanghahavatthu IV, found that the (1) Dana or the charity is to improve the understanding of personnel to have love, harmony, sacrifice, share and promote and support to work with ethics. For everyone in society will help and have hospitality to each other as they can express
the hospitality and to create good relation to others. (2) Piyavaca or kindly speech of personnel in the organization , is to use the polite word as importance of human relation. (3) Atthacariya or useful conduct, set the personnel in the organization to work for the public welfare out of office, to help to work as a team more than one man show style and the executive must have the principle for assistance from staff
by explaining this principle to the personnel to have the same policy in the sake of public welfare. (4) Samanattata or even and equal treatment , is to have along with the rule strictly or no bias and rely on the fairprinciple both before and after work and the fair principle will create the good relation and harmony to everyone.
