STRATEGY TO STRENGTHEN SOLIDARITY BY THE FIVE PRECEPTS OF LOCAL ADMINISTRATIVE ORGANIZATION IN THE LOWER CENTRAL REGION

The objective of this study were (1) to study the operating conditions and reconciliation process of local administrative organization in the lower central region (2) to study the components of reconciliation in accordance with the five moral precepts of the local administrative organization in the lower central region and (3) to present the strategies for strengthening reconciliation in accordance with
the five moral precepts of local administrative organization in the lower central region. This research was the mixed methods between the qualitative and quantitative researches. The qualitative research was collected the data from 30 key informants who were administrators and members of the local councils by indepth-interview and data were by analyzed descriptive interpretation. The Result of research :
1. The operating conditions and reconciliation process of the local administrative organization in lower central region consists of (1) Creating a strong self-sufficient community by supporting the security in the community, promoting self-reliat careers and encouraging the economize and saving (2) Creating peaceful culture by promoting unity, harmony, and human dignity oriented activities coordinating with religious organizations to create and promote peace and harmony in the community, (3) communicating with kindness contents by means of two-way communication, community network creation by mean of seminar and meeting and (4) restorative conciliation creation by means of administration by laws and orders, participatory rules and regulations issuing and law and arbitrary center building.
2. The composition of reconciliation in accordance with the five moral precepts of the local administrative organization in lower central region consists of (1) life security creation; equal opportunity promotion, monastery-going to practice sermon promotion and self-defense training for people, (2) property security creation by promoting right livelihood (3) family security creation by means of sex education, harmony and faithfulness orientation for the married couples (4) community security creation by promoting people to use polite and sweet words, honoring others, words and promise keeping and there should be staff to look after technology, information systems and (5) health security creation by setting up activities for addicted and intoxicant substances reducing, discarding and in-takerefraining, promoting the punishment for those who committed crime because of addicted, intoxicant liquors and promoting seasonally recreational activities without liquors and alcoholic beverages.
3. Strategies to strengthen reconciliation in accordance with five moral precepts of the local administrative organization in lower central region consists of (1) Buddhist-style family system strategy (2) Economic Community System Strategy (3) Stable unity strategy and 4) Governance Strategy with Good Governance.
