Abstract

The Objectives of this research were to; 1. Study A Good
Governance According to Buddhadhamma of Local Administrative
Organizations in Ubonratchathani Province, 2. Study the factors relating to the
A Good Governance According to Buddhadhamma of Local Administrative
Organizations in Ubonratchathani Province and 3. Study approaches to
enrichment of good governance of Local Administrative Organizations according to
in Ubonratchathani Province.
Methodology was the mixed methods. The qualitative research collected
data from 19 key informants with structured-in-depth-interview script by face-toface-
interviewing and from 10 participants in focus group discussion and analyzed
data by descriptive interpretation. The quantitative research collected data with
questionnaires from 363 samples from the populations in the Local Administrative
Organizations in Ubonratchathani Province and analyzed data with descriptive
statistics; frequency, percentile, mean, standard deviation and Pearson’s Product
Moment Correlation.Findings were as follows:
1. The effectiveness of good governance of Local Administrative
Organizations in Ubonratchathani Province depended on people’s equality,
satisfaction with rules and regulations, administration by accepted moral ethics,
trust, responsiveness, and transparency. People were satisfied and cooperative.
Personnel performed with service minds that people were satisfied, operation with
less budget but yielded the big outcomes, harmony and sustainable development.
2. Factors of good governance had positive impact on effectiveness of
good governance of Local Administrative Organizations in Ubonratchathani Province
at high level; ethics and honesty had average score at .725, transparency if public
relations was at .658, money for highest values was at .624, rule of laws that was
just and checkable had the score value at .588, responsibility with direction of work
was at .401, people participation and support was at .349. Factors of Itthipadha 4,
principle of success, had positive relations with effectiveness of good governance of
Local Administrative Organizations in Ubonratchathani Province at high level; Chitta,
attention, had score value at .663, Vimamsa, examination, was at .619, Viriya, effort,
was at.606 and Chanta, aspiration, was at .5983. Approaches to effectiveness development of governance according to
Buddhist principles of Local Administrative Organizations in Ubonratchathani
Province were: Rules of laws; work performance was carried out with equality by
rules of laws, by attention, by determination to perform duties with justice process
resulting equal effectiveness, Rules of Ethics; administration by administrative ethics
resulting people’s trust and satisfaction, Rules of Transparency; resulting people’s
satisfaction and participation by all parties concerned. The organizations received
award from National Corruption Prevention Commission in the year 2559, Rules of
People’s participation; this rule created cooperation, participation in discussion,
awareness of duty performance of administrators. In return, administrators
performed their duties with wisdom resulting local prosperity for all, Rules of
Responsibility; organizations were responsible for their duties, for people and
society, ready to solve any problems of any units with reasons to create peace and
reconciles, Rules of Money for Values; people agreed with projects the yielded
highest profit with less budget. People were satisfied with administrators and
personnel for paying attention to the administration of Local Administrative
Organizations in Ubonratchathani Province with wisdom to initiate result-based
operation, opening opportunities for the people to participate in administration and
prevention of corruption in order to have sustainable development.
