THE EFFICIENCY MANAGEMENT MODEL OF LOCAL ADMINISTRATIVE ORGANIZATIONS BASED ON GOOD GOVERNANCE IN PREPARING FOR ASEAN COMMUNITY

Abstract

The purpose of this research was to study and present an efficiency management model of local administrative organizations based on good governance in preparing for ASEAN Community. The research was a mixed research between quantitative research and qualitative research. In conducting a quantitative research, the research instrument used was a closed and openended questionnaire for data collection from 795 samples of people living in Pattaya city and Surin Municipality with multi-levels sampling method. Statistical tools employed were percentage, mean and standard deviation. In conducting a qualitative research, the researchers used a structured-interview form for interviewing 140 key informants consisting of civil servants, students, merchants, tourists and general people with using purposive sampling and using technical analysis of context for data analysis. The main research findings were as follow; an efficiency management of local administrative organizations based on good governance was at a high level in overall and in aspects. While the efficiency management model of local administrative organizations based on good governance in preparing for ASEAN Community; namely, Rule of Laws; considering the issuance of orders and regulations in accordance with the regulations. Morality; staffs are required to perform their duties with integrity, Transparency; managing for the most accuracy and utmost benefit to the people, Participation; allowing all stakeholders to participate in the organization’s activities, Accountability; monitoring of performance systematically, Value for Money; using resources efficiently and economically, and the Management in Preparing for the ASEAN community; executives should play their roles in the development and changing of any tasks in the organization.
