MANAGEMENT OF SEED VAULT BUILDING ON DOI INTHANON CHIANG MAI PROVINCE

Abstract

Objectives of this study were of 3; 1. To study the model of the seed vault construction on Doi Inthanon, Chiangmai Province according to the Svalbard Global Seed Vault, Norway, 2) To study the indicators that affected the formulation of public policy in building seed vault on Doi Inthanon, Chiang Mai Province and 3) To study the management of seed vault buiding to store grain on Doi Inthanon Chiangmai Province according to the Svalbard Global Seed Vault, Norway. Methodology was the qualitative research collected data from 25 key informants with in-depth-interview form and from 12 participants in focus group discussion, purposefully selected from policy experts and effected groups from the seed vault building. Data were analyzed by 6c’s; Concept, Contents, Classify,Category , Communication and Conceptualize  . Data from focus group discussion were analyzed by analytical interpretation with 3 dialectic process;  Thesis, Anti Thesis and Synthesis.

            Findings were as follows:

  1. The model of seed vault on Doi Inthanon,Chiangmai Province according to the Svalbard seed vault, Norway consisted of 8 components,1) Location 2) Project promoter 3) Management and Operations, 4) Common international rules, 5) Project costs, 6) Building characteristics and building safety system, 7) Guidelines for seed deposit and 8) Laws.
  2. Indicators that influenced policy formulation to build the seed vault on Doi Inthanon,Chiangmai Province consisted of four groups, 1) global capitalism, 2) The Thai upper structure, 3) supply policy, 4) demand Policy. Especially the upper structure must focus on ideas, beliefs and laws.
  3. Management of the seed vault buiding on Doi Inthanon in Chiang Mai Province consisted of 7 steps; planning, organizing, Staffing, Directing, Coordinating, Reporting, and Budgeting. While, the process of policy making was divided into three major steps: identify the problem, to determine the policy, creating legitimacy for policy. However, action must be based on participation in accordance with the principle of Ditthi-samannata and participation in Sila-samannata principles. And the action must be taken into account the environment. That is the global capitalism, the upper structure, supply policy and demand Policy.
