Abstract

The ministry of industry's public policy process for mineral exploration (potash) research in Wanon Niwat district, Sakon Nakhon province . There are three objectives to research study the public policy process of ministry of industry in mineral exploration case (potash) in Wanon Niwat district, Sakon Nakhon province, to study problems and obstacles in the public policy process of ministry of industry in mineral exploration case (potash) and to study the way for managing  the public policy process of ministry of industry in mineral exploration case (potash)

This study is a qualitative research to describe the public policy process of the ministry of industry. Using a variety of methods to store data for the results of this study.

  1. Policy process is a process conflicts between the public and government. The government designated area Wanon Niwat district is a mineral exploration area but these policies create conflict in the area. due to government conceal information and  lack of public participation. it is the source of opposition to the mineral exploration project  that the ministry of industry permits special license cards to China Mingta Potash Corporation, ltd.
  2. Implementation of the guidelines for prospecting depends on the decision of the central government of every sector involved has a duty to make decisions and disclose information. The criminal card company, people in the survey area, local government officials do not have the authority or opportunity to participate, waiting for policies from central government only.
  3. People lack information related to project implementation and there is a consensus that if exploration and development are allowed into a mining license. it will affect the environment, quality of life as well as the way of life of people in the area.
  4. Government choose to take legal measures to drive the mineral exploration, resulting in a conflict with the people. As a result, people are not fair from the region.
  5. Public sector information on public interest does not match the fact that people check. The government is misinformed by the amount of production and import of potash ore. it shows the siding of the concessionaire. while people in the area must be severely affected by the problems that occur. the public lack of trust in the performance of government .
  6. Policy formulation for the exploration of potash minerals occurs from the leader model. this is given to those who have a stake in the potash exploration project. especially companies that have been licensed. while people do not have any bargaining power, they must accept the policy makers' minds.
