GOOD GOVERNANCE LEADERSHIP OF LOCAL ADMINISTRATIVE ORGANIZATION IN LOWER NORTHEASTERN REGION

Abstract

The objectives of this research entitled Good Governance Leadership of
Local Administrative Organization, were to 1) study the knowledge of good
governance used in the administration of the local administrative organization,
2) study the approaches to develop the leadership in good governance of local
administrative organizations. The research methodology is qualitative research by
research documentary with interviews the qualitative research collected data by In-
Depth-Interview with 20 key informants, purposefully selected.

Findings were as follows:
The knowledge of good governance used for the administration of local
administrative organizations at were leadership concepts, administration concept,
administration theories, good governance concept and local administration
concept. The opinions of staff and personnel about the good governance of local
administrative organization were at high level. The highest level was the rules of
laws, the second level was the virtues and the lowest level was the worthiness.
The people’s opinions towards the good governance by overall were at high level;
the highest level was the rule of laws, the second level to the highest was the
virtues and the lowest level was the participation. The approaches to develop the
leadership of good governance of the local administrative organization were to
apply SHADED Model which coincides with good governance. They are S is for
socialability. Leadership must have good social status and socialable. H is for
Human Relations. Leadersphip must be aware of self dignity and the dignity of
those who are under them. A is for ability. Leadersphip must be able to use their
ability and wisdom to solve any problems. D is for Director. Leadership must be
good directors, must have an art of directing with conscious mind. E is for Executive.
Leadership must be professional Executive and D is for Developer. Leadership must
be professional developers in all fields.
