LEARNING ORGANIZTION AND OPERATIONAL EFFECTIVENESS ACCORDING TO THE ORGANIZTION AND PERSONNEL DEVELOPMENT OF ROYAL POLICE CADET ACADEMY

The objective of this research was to study the Royal Police Cadet
Academy in the issues of 1) learning organization 2) operational effectiveness
according to the organization and personnel development 3) relationship between
the learning organization and the operational effectiveness 4) comparison the
differences between personal factors and the operational effectiveness, and 5) the
appropriate approach for improving the learning organization and the operational
effectiveness. The quantitative sample was police officer, a total of 183 persons
and the qualitative sample was chief officer and operational police officer, a total
of 16 persons. The statistical methods used in this research were frequency,
percentage, t-test, One-way ANOVA, and Pearson’s correlation coefficient.
The results were as follows: 1) the overall average of learning
organization was at the high level, with the issue of personal mastery, had the
highest average. The other lower average were as follows: team learning, mental
model, system thinking, and the issue of shared vision had the lowest average 2)
the overall average of operational effectiveness was st the high level 3) the learning
organization had statistically significant positive correlation with the operational
effectiveness 4) the differences of gender was significantly differences with the
operational effectiveness, also, the differences of age, education, position,
subordination and monthly income, were significantly differences with the
operational effectiveness 5) the appropriate approach to improve the learning
organization is focusing on a visionary communication to personnel for making an
awareness of common purpose and use the concept of transformational leadership
with the activities to encourage the behavior of police officer according to the
learning organization development.
