APPLICABILITY OF NEW PUBLIC MANAGEMENT APPROACH TO LOCAL ADMINISTRATION : A CASE STUDY OF SUB-DISTRICT ADMINISTRATIVE ORGANIZATION IN MUANG DISTRICT PATHUMTHANI PROVINCE

Abstract

The purposes of this research were 1) to applicability of new public management approach to local administration : A case study of Sub-district administrative organization in Muang district Pathumthani province. 2) to the application as well as the relevant factors. The data were collected by using a constructed questionnaire with the samples are one people living in the area of Sub-district Administration Organization. Muang PathumThani Organization Pathumthani. The samples include two members of Sub-district Administrative Organization, Muang PathumThani Pathumthani 20 persons. Group 3 Chief Executive 5 persons, using simple random sampling. The instrument used for data collection, data analysis, using a questionnaire. Data were analyzed using frequencies and percentages. The results of research are as follow : The analysis of the said information indicated that most people had basic understanding of the administration of Sub-district Administrative Organization (SAOs) but lacked the interest and participation in checking the administration of the SAOs. However, the majority were satisfied with the services of the SAOs and opposed the idea of using the new public management approach in local administration mainly because they were of the view that the SAOs were already doing a good job and that if the new public management approach was to be applied in the administration of the SAOs they might have to pay more for the service while the quality of the services may not improve. And The most administers had considerable understanding of public management. In addition, they also supported the application of the new public management approach in the administration of the SAOs. However, they were still concerned about corruption as the Presidents the SAO would have more power under the new public management approach.
