แนวทางการพัฒนาการบริหารงานขององค์กรภาครัฐในการสนับสนุน ตลาดประชารัฐคนไทยยิ้มได้แห่งหนึ่งในจังหวัดนครปฐม

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาการบริหารงาน และปัญหาอุปสรรคในการบริหารงานขององค์กรภาครัฐที่รับผิดชอบโครงการตลาดประชารัฐคนไทยยิ้มได้แห่งหนึ่งในจังหวัดนครปฐม และ (2) ศึกษาการสนับสนุนขององค์กรภาครัฐที่รับผิดชอบโครงการตลาดประชารัฐคนไทยยิ้มได้แห่งหนึ่งในจังหวัดนครปฐม เก็บรวบรวมข้อมูลโดยใช้แบบสัมภาษณ์แบบกึ่งโครงสร้างและแบบมีโครงสร้าง กลุ่มผู้ให้ข้อมูลที่เป็นผู้ประกอบการร้านค้า ผู้บริโภค ตัวแทนองค์กรภาครัฐที่เกี่ยวข้อง รวมทั้งสิ้น 17 คน และการสังเกตแบบไม่มีส่วนร่วม ตรวจสอบความถูกต้องของข้อมูลแบบสามเส้าด้านวิธีการ วิเคราะห์เนื้อหา สรุป และนำเสนอผลการศึกษาในรูปแบบการพรรณนาความ ผลการวิจัยพบว่า การบริหารงานและปัญหาอุปสรรคในการบริหารงานขององค์กรภาครัฐที่รับผิดชอบโครงการตลาดประชารัฐคนไทยยิ้มได้ มีดังนี้ (1) ด้านการวางแผน มีการกำหนดประชุมอย่างชัดเจนทั้งระดับอำเภอและจังหวัด (2) การจัดองค์การ ไม่มีโครงสร้างคณะกรรมการบริหารตลาดอย่างเป็นรูปธรรม (3) ด้านการบริหารบุคคล ไม่ได้มีการสรรหาและคัดเลือกบุคลากรในตำแหน่งเฉพาะ (4) ด้านการอำนวยการ ลักษณะการสั่งการแบบบนลงล่าง ทั้งเป็นทางการและไม่เป็นทางการ (5) ด้านการประสานงานทั้งภายในและภายนอกหน่วยงาน แบบเป็นลายลักษณ์อักษรและทางวาจา (6) ด้านการรายงาน ทั้งรายงานการประชุมและรายงานประจำปีเสนอต่อหน่วยงานในระดับจังหวัดและกรมการพัฒนาชุมชน (7) ด้านงบประมาณ ได้รับการสนับสนุนจากกรมการพัฒนาชุมชนซึ่งอาจไม่ครอบคลุมในบางกิจกรรม และ (8) ด้านการใช้เทคโนโลยีและนวัตกรรม ในการประชาสัมพันธ์และการสื่อสาร ส่วนการสนับสนุนจากสำนักงานพัฒนาชุมชนอำเภอ ใน 2 ด้าน คือ (1) งบประมาณในการจัดหาวัสดุ อุปกรณ์ สำหรับผู้ปรกอบการ และ (2) การสนับสนุนด้านประชาสัมพันธ์
