Development and Validation of Integrated Data Center Management Indicators for Digital Logistics Infrastructure in Thailand: A Delphi Study

Data centers are critical digital infrastructure supporting digital logistics systems, cloud services, information systems, and Thailand’s digital economy. Achieving high availability, reliability, and energy efficiency requires the integration of infrastructure and technology, operational and maintenance processes, human capital and workforce competency, and sustainability-oriented practices. However, studies on the development and validation of integrated data center management indicators for digital logistics infrastructure in Thailand remain limited. This study aimed to develop and validate integrated data center management indicators for digital logistics infrastructure in Thailand using the Delphi method to establish expert consensus. Initial indicators were derived from a review of relevant literature and standards and subsequently assessed for content validity using the Index of Item–Objective Congruence (IOC) by three experts before entering the Delphi process. A panel of 13 experts in data center operations, digital infrastructure, and critical system management was purposively selected based on their expertise. Data were analyzed using the median, interquartile range (IQR), and Kendall’s Coefficient of Concordance (Kendall’s W) to evaluate the level of consensus. The results indicated a moderate level of expert agreement (Kendall’s W = 0.452, p < 0.001). The study developed an integrated data center management framework comprising four dimensions, sixteen factors, and sixty-four indicators: Digital Logistics Infrastructure Management, Service Reliability and Quality, Human Capital and Workforce Competency, and Data Center Performance and Sustainability. The findings help address the knowledge gap in data center management indicator development within the Thai context and provide a practical framework for enhancing the efficiency, reliability, and sustainability of data center management.
