Developing Standards to Promote Research Based Learning in Science Technology and Innovation for Teachers Under the Office of the Basic Education Commission

Abstract

This research aimed to develop the strategy to promote learning management in scientific, technological and innovative projects of teachers under the Office of the Basic Education Commission. It was research and development, comprising of 2 phases. The 1st phase was the study of the current condition, needs and factors supporting learning management, including 3 steps: (1) study the current condition and factors supporting learning management by analyzing the documents, (2) study the current condition and needs by inquiring 400 teachers by using stratified random sampling in each region, which has reliability at 95%, and (3) study the factors supporting learning management by interviewing 15 experts by using purposive sampling. The 2nd phase was the creation of strategy supporting learning management, verify the draft of strategy supporting learning management by holding a seminar with 15 experts by using purposive sampling. The findings were: (1) the result of the study of the current condition, needs, and factors supporting learning management: 1) the overall of the current conditional of teacher development in learning management was at the high level, and 2) the factors supporting learning management of teachers consist of the creation and/or development of curriculum, learning management design, learning activity arrangement, the creation and/or development of teaching aids, innovation, technology and learning resources, assessment and evaluation, the study, analysis, and synthesis to solve or develop learning, atmosphere arrangement supporting and developing learners, and teaching and developing attributes of learners, and (2) the result of the creation of strategy supporting learning management consists of 7 parts which are the vision, mission, and objective of the organization, 4 strategies, 7 projects, 17 activities, and 9 indicators whose the usefulness, probability, correctness, and appropriateness was at the highest level.
