Abstract

The purpose of this research was 1) to study the conditions and the development needs of human resources management of the small and medium enterprises 2) to develop the development model of human resources management for the small and medium enterprises 3) to assess knowledge and understanding in the implementing of the development model of human resources management for the small and medium enterprises. This is a research and development by qualitative method with the purposive sampling: 19 key informants, 7 experts for evaluating the model, 19 attendees in the classroom training. The results indicated as follows: 1) the conditions and the development needs of human resources management of the small and medium enterprises, that the management has the expectation of the future of human resources management by the roles; being human resources expert, being strategic partner for management, being consultant partner for employees, being people and organization developer. As well as pushing the organization to achieve goals from the perspective of the internal persons, customers, and social. This is to drive the sustainable organization. 2) The development model of human resources management for the small and medium enterprises, that it is important to transform the human resources management foundation to  HR linkage strategy, start with the vision, strategy or goals of the organization to creating the human resources infrastructure: HR roles and capabilities, HR work processes, HR technologies and operating by linkage the context of 5 functions of human resources management: (1) Recruiting and hiring (2) Review remuneration management (3) Support people learning and organization development (4) Measure the performances by performance challenging system, (5) Engage employee by employee experiences. The changes management must be run all the time. 3) The assessment of knowledge and understanding in the implementation of the model, found that the test scores of all 19 people were higher than the scores before the training on all topics.
