The Procedure to Formulate the Charter on Natural Resource Management by Public Deliberation: Case study on Phayao Lake

บทคัดย่อ

       This research study the law for natural resource management, analyze the principles and guidelines for developing the Phayao Lake charter and to design the Phayao Lake charter. The research methodology is action research in 4 groups 80 people of Phayao Lake stakeholder’s (governmental sector, people sector, local administration organization, local authorities, academic sector and civil society sector) with public deliberation process. It is found that
        1) The law for natural resource management consist of the law for Phayao lake management, the local ordinances of a local administration organization for natural resource management, the social agreements based on the integration of local knowledge and modern management, the management of Songkhla Lake and the management of a specific area in other countries.
        2) The principles for developing the charter are the law divided into clear categories, the social agreements of a community that are correspond to local livelihoods and good governance based on virtue, transparency, and accountability. The guidelines for drafting the charter is based the stakeholder’s on participation, sustainable development, learning and awareness-raising process and develop a mechanism for participatory management of Phayao lake.
           3) The processes for developing the charter are: the first stage for designing the charter by study about the law, social agreements of communities, and social measures in Thailand and other countries. The second stage is a public deliberation of Phayao Lake stakeholder’s for considering the draft. The third stage is a public deliberation for the consensus of the charter. The agreement was made about establishing Local Committees or Phayao Lake Development Council.
          The research suggestions are develop a mechanism for participatory management of Phayao lake, establish Phayao lake development fund, prepare the Phayao lake master plan, meeting with the Phayao Municipality and propose the consensus of public deliberation to relevant organizations for implementing the charter of Phayao lake.
