กลยุทธ์การบริหารเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ ของนักเรียนโรงเรียนมัธยมศึกษา

บทคัดย่อ
บทความนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพแวดล้อมและแนวทางการบริหารเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ของนักเรียนโรงเรียนมัธยมศึกษา 2) เพื่อสร้างและตรวจสอบกลยุทธ์การบริหารเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ของนักเรียนโรงเรียนมัธยมศึกษา วิธีการดำเนินการวิจัยแบ่งออกเป็น 2 ขั้นตอน ได้แก่ ขั้นตอนที่ 1 ศึกษาสภาพแวดล้อมและแนวทางการบริหารเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ของนักเรียนโรงเรียนมัธยมศึกษา โดยการสัมภาษณ์ผู้อำนวยการโรงเรียน รองผู้อำนวยการโรงเรียน และหัวหน้าวิชาการ โรงเรียนมัธยมศึกษา ที่มีวิธีการปฏิบัติที่ดี (Best Practice) ในการบริหารเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ของนักเรียนโรงเรียนมัธยมศึกษา จำนวน 3 โรงเรียน และสัมภาษณ์ผู้ทรงคุณวุฒิทางการศึกษาจำนวน 5 คน เพื่อศึกษาแนวทางการบริหารเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ของนักเรียนโรงเรียนมัธยมศึกษา ขั้นตอนที่ 2 สร้างและตรวจสอบกลยุทธ์การบริหารเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ของนักเรียนโรงเรียนมัธยมศึกษา โดยนำข้อมูลจากขั้นตอนที่ 1 มายกร่างกลยุทธ์ และตรวจสอบความเหมาะสมของรูปแบบด้วยการประเมินโดยทรงคุณวุฒิทางการศึกษาจำนวน 7 คน เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสัมภาษณ์ และวิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา (Content Analysis)
ผลการวิจัยพบว่า 1) สภาพแวดล้อมของสถานศึกษา โรงเรียนต้องมีแผนการดำเนินงานโดยการกำหนดวิสัยทัศน์ พันธกิจ เป้าประสงค์ และกำหนดการงานที่ชัดเจน ทั้งหมดนี้ได้มาจากการวิเคราะห์องค์กรภายใน และ วิเคราะห์องค์กรภายนอกและแนวทางการบริหารเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ของนักเรียนโรงเรียนมัธยมศึกษาประกอบ 5 ประเด็นกลยุทธ์ 2) ผลการสร้างกลยุทธ์การบริหารเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ ของนักเรียนโรงเรียนมัธยมศึกษามี 5 กลุยุทธ์หลักดังนี้ (1) พัฒนาหลักสูตรเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ของนักเรียน (2) พัฒนาความสามารถของบุคลากรในการจัดการศึกษาเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ของนักเรียน (3) พัฒนาการบริหารการจัดการเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ของนักเรียนอย่างเป็นระบบ (4) เพิ่มศักยภาพการบริหารงบประมาณเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ของนักเรียน และ (5) สร้างความร่วมมือจากหน่วยงานภายนอกเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ของนักเรียน ผลการตรวจสอบกลยุทธ์การบริหารเพื่อส่งเสริมความเป็นพลเมืองตื่นรู้ของนักเรียนโรงเรียนมัธยมศึกษาในภาพรวมอยู่ในระดับมากที่สุด
