แนวทางการพัฒนาภาวะผู้นำเพื่อยกระดับและเพิ่มโอกาสทางสังคมให้กับประชาชนของอำเภอตระการพืชผล จังหวัดอุบลราชธานี

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาการพัฒนาภาวะผู้นำในการยกระดับและเพิ่มโอกาสทางสังคมของประชาชนในอำเภอตระการพืชผล จังหวัดอุบลราชธานี และ 2) เพื่อเสนอแนวทางการพัฒนาภาวะผู้นำดังกล่าว โดยใช้การวิจัยแบบผสมเชิงอธิบายตามลำดับ (Explanatory Sequential Mixed Methods) ระยะที่ 1 เป็นการวิจัยเชิงปริมาณ กลุ่มตัวอย่างได้แก่ ผู้แทนภาครัฐ ภาคเอกชน ภาคประชาสังคม และผู้นำชุมชนจาก 23 ตำบล จำนวน 398 คน กำหนดขนาดกลุ่มตัวอย่างโดยใช้สูตรของ Yamane (อัตราความคลาดเคลื่อน e = 0.05, ระดับความเชื่อมั่น 95%) และสุ่มแบบแบ่งชั้น เครื่องมือคือแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ มีค่าดัชนีความสอดคล้องระหว่างข้อคำถามกับวัตถุประสงค์ (IOC) เฉลี่ย 0.89 และค่าความเชื่อมั่น (Cronbach’s alpha) รายมิติระหว่าง 0.84-0.92 ระยะที่ 2 เป็นการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกและการประชุมกลุ่มย่อยกับผู้ให้ข้อมูลหลัก 25 คนที่เลือกแบบเฉพาะเจาะจง วิเคราะห์ข้อมูลเชิงเนื้อหา
ผลการวิจัยพบว่า ภาวะผู้นำโดยรวมอยู่ในระดับมาก ( = 4.38, S.D. = 0.54) โดยมิติด้านการสื่อสารมีค่าเฉลี่ยสูงสุด (
= 4.46, S.D. = 0.51) รองลงมาคือด้านการแก้ปัญหา (
= 4.40, S.D. = 0.51) และการคิดวิเคราะห์และสร้างสรรค์ (
= 4.39, S.D. = 0.52) ซึ่งแปลผลตามเกณฑ์ค่าเฉลี่ย 4.21-5.00 = มากที่สุด, 3.41-4.20 = มาก ข้อสรุปเชิงนโยบายเสนอให้พัฒนาศักยภาพผู้นำชุมชนผ่านการอบรมเสริมทักษะการสื่อสาร การสร้างเครือข่ายความร่วมมือ และการขับเคลื่อนนวัตกรรมท้องถิ่น เพื่อยกระดับคุณภาพชีวิตและลดความเหลื่อมล้ำทางสังคมอย่างยั่งยืน
