แนวทางการนำนโยบายกัญชาเสรีทางการแพทย์ไปปฏิบัติในจังหวัดเชียงใหม่

บทคัดย่อ
บทความวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อนำเสนอแนวทางการนำนโยบายกัญชาเสรีทางการแพทย์ปปฏิบัติ ในจังหวัดเชียงใหม่ให้เกิดประสิทธิภาพ การวิจัยนี้ใช้การวิจัยเชิงคุณภาพ ทำการสัมภาษณ์เจาะลึกโดยใช้แบบสัมภาษณ์กับกลุ่มผู้ให้ข้อมูลสำคัญ ได้แก่ (1) อธิบดีกรมการแพทย์แผนไทยการแพทย์ทางเลือก (2) ผู้ตรวจราชการกระทรวงสาธารณสุข เขตสุขภาพที่ 11 (3) ผู้อำนวยการสำนักงานสาธารณสุขจังหวัดเชียงใหม่ (4) ผู้อำนวยการโรงพยาบาลซึ่งให้บริการคลินิกกัญชา รวม 4 คน และใช้การวิเคราะห์เนื้อหา
ผลการวิจัยพบว่า แนวทางการนำนโยบายกัญชาเสรีทางการแพทย์ไปปฏิบัติ ในจังหวัดเชียงใหม่ให้เกิดประสิทธิภาพ คือ 1) การสร้างความเข้าใจที่ถูกต้องเกี่ยวกับกัญชาทางการแพทย์ให้กับบุคลากรทางการแพทย์และประชาชนทั่วไป 2) การพัฒนาบุคลากร การฝึกอบรมบุคลากรทางการแพทย์ให้มีความรู้ความเชี่ยวชาญในการใช้กัญชาทางการแพทย์อย่างปลอดภัยและมีประสิทธิภาพ 3) การจัดตั้งศูนย์ความเป็นเลิศด้านกัญชาทางการแพทย์ในจังหวัดเชียงใหม่ ในการให้คำปรึกษาแก่โรงพยาบาลและคลินิกต่าง ๆ 4) การพัฒนาระบบฐานข้อมูลการใช้กัญชาทางการแพทย์ที่เชื่อมโยงกันทั้งในระดับโรงพยาบาล คลินิก และเครือข่ายสุขภาพ 5) การพัฒนาช่องทางการเข้าถึงยากัญชาทางการแพทย์อย่างเหมาะสมและเป็นธรรม 6) การสร้างความร่วมมือกับภาคเอกชนในการผลิตและจัดหายากัญชาทางการแพทย์ที่มีคุณภาพมาตรฐาน 7) การติดตามและประเมินผลการดำเนินนโยบายอย่างต่อเนื่อง 8) การจัดให้มีการวิจัยเพื่อศึกษาผลกระทบของนโยบายต่อสุขภาพของประชาชน ความปลอดภัยสาธารณะ และสภาพสังคม 9) บูรณาการกับการแพทย์แผนไทย และ 10) การสร้างเครือข่ายความร่วมมือระหว่างหน่วยงานต่าง ๆ
