บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนากลยุทธ์การบริหารเครือข่ายความร่วมมือเพื่อพัฒนาโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 แบ่งการดำเนินการวิจัยออกเป็น 2 ขั้นตอน ดังนี้ 1) ศึกษาองค์ประกอบ สภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็น กลุ่มผู้ให้ข้อมูล เป็นผู้ทรงคุณวุฒิ 9 คน กลุ่มตัวอย่างเป็น ผู้บริหารและครู 298 คน โดยการสุ่มแบบแบ่งชั้น และกลุ่มผู้ให้ข้อมูลในการศึกษาสภาพแวดล้อม ได้แก่ ผู้บริหาร หัวหน้าวิชาการ และประธานเครือข่าย 9 คน โดยการเลือกแบบเจาะจง 2) สร้างและตรวจสอบยืนยันกลยุทธ์ฯ กลุ่มผู้ให้ข้อมูล เป็นผู้ทรงคุณวุฒิ 9 คน และผู้ทรงคุณวุฒิในการประเมินความเหมาะสมและความเป็นไปได้ 9 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ ได้แก่
1) แบบสอบถามความเหมาะสมขององค์ประกอบ 2) แบบสอบถามสภาพปัจจุบันสภาพที่พึงประสงค์ 3) แบบสัมภาษณ์ 4) ประเด็นการสนทนากลุ่ม 5) แบบสอบถามความเหมาะสมและความเป็นไปได้ สถิติที่ใช้ ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น
ผลการวิจัยพบว่า 1) ผลการศึกษาองค์ประกอบ พบว่า มี 5 องค์ประกอบ ได้แก่ 1) สมาชิกเครือข่าย 2) การมีส่วนร่วมในกิจกรรมเครือข่าย 3) การสื่อสารและปฏิสัมพันธ์ของเครือข่าย 4) ภาวะผู้นำของผู้ประสานงานเครือข่าย และ 5) การประเมินผลการดำเนินงาน โดยรวมมีความเหมาะสมระดับมาก ผลการศึกษาสภาพปัจจุบันโดยรวมระดับปานกลาง สภาพที่พึงประสงค์โดยรวมระดับมากที่สุด และความต้องการจำเป็นลำดับที่ 1 การประเมินผลการดำเนินงาน 2) ผลการสร้างและตรวจสอบยืนยันกลยุทธ์ พบว่า ประกอบด้วย 2.1) วิสัยทัศน์ 2.2) พันธกิจ 2.3) เป้าประสงค์ 2.4) ประเด็นกลยุทธ์ 2.5) การนำกลยุทธ์ไปปฏิบัติ และ 2.6 การควบคุมกลยุทธ์ มีความเหมาะสมและเป็นไปได้มากที่สุด
