การปฏิบัติงานทางสังคมสงเคราะห์ในบริบทความขัดแย้ง : บทบาท จริยธรรม และความท้าทาย

บทคัดย่อ
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาบทบาททางวิชาชีพ จริยธรรม และความท้าทายของนักสังคมสงเคราะห์ในการปฏิบัติงานในบริบทของพื้นที่ความขัดแย้ง โดยใช้วิธีการวิจัยเชิงคุณภาพประเภทการวิจัยเชิงเอกสารด้วยการทบทวนเอกสารอย่างเป็นระบบ การเก็บรวบรวมข้อมูลใช้การสืบค้นจากฐานข้อมูลภาษาอังกฤษและภาษาไทย ครอบคลุมช่วงเวลา พ.ศ. 2547-2567 วิเคราะห์ข้อมูลด้วยการวิเคราะห์เชิงประเด็น (Thematic Analysis) โดยการจัดหมวดหมูข้อมูลตามประเด็นสำคัญ ผลการศึกษาพบว่า นักสังคมสงเคราะห์ที่ปฏิบัติงานในพื้นที่ความขัดแย้งมีบทบาทที่หลากหลายใน 3 ระดับ ได้แก่ ระดับบุคคล ระดับชุมชน และระดับสังคมและนโยบาย ในด้านจริยธรรมและความท้าทาย พบว่านักสังคมสงเคราะห์ต้องเผชิญกับประเด็นจริยธรรมที่ซับซ้อน เช่น การรักษาความเป็นกลาง การเผชิญกับทางเลือกที่ยากลำบากทางจริยธรรม การจัดสรรทรัพยากรที่จำกัด นอกจากนี้ยังมีความท้าทายด้านความปลอดภัย ผลกระทบทางจิตใจจากการที่ทั้งผู้ให้บริการและผู้ใช้บริการต่างเผชิญกับสถานการณ์ที่กระทบกระเทือนจิตใจเดียวกัน ความขัดแย้งระหว่างค่านิยมส่วนบุคคลกับวิชาชีพ และความท้าทายทางวัฒนธรรม จากการวิจัยนำไปสู่ข้อเสนอแนะในการพัฒนาศักยภาพนักสังคมสงเคราะห์และระบบสนับสนุนที่เข้มแข็งเพื่อการปฏิบัติงานในพื้นที่ความขัดแย้งอย่างมีประสิทธิภาพ อาทิ การฝึกอบรมด้านการดูแลผู้ใช้บริการที่คำนึงถึงความบอบช้ำทางจิตใจ ทักษะการไกล่เกลี่ย การทำงานเป็นทีมสหวิชาชีพ และการพัฒนามาตรฐานการปฏิบัติงานที่สอดคล้องกับบริบทความขัดแย้งของประเทศไทย
