การบูรณาการความร่วมมือของภาครัฐและผู้ประกอบการธุรกิจสถานบันเทิง ในกรุงเทพมหานคร

บทคัดย่อ
งานวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อ (1) วิเคราะห์การบูรณาการความร่วมมือของภาครัฐและผู้ประกอบการธุรกิจสถานบันเทิงในกรุงเทพมหานคร (2) ศึกษาปัญหาและอุปสรรคการบูรณาการความร่วมมือของภาครัฐและผู้ประกอบการธุรกิจสถานบันเทิงในกรุงเทพมหานคร และ (3) เสนอแนะแนวทางการบูรณาการความร่วมมือของภาครัฐและผู้ประกอบการธุรกิจสถานบันเทิงในกรุงเทพมหานคร เป็นการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลสำคัญ ได้แก่ ผู้บริหารและเจ้าหน้าที่หน่วยงานรัฐ 12 คน ผู้ประกอบการ 8 คน นักวิชาการ 2 คน ภาคสังคม 2 คน คัดเลือกแบบเจาะจง เครื่องมือวิจัยคือแบบสัมภาษณ์ รวบรวมข้อมูลจากการสัมภาษณ์เชิงลึก วิเคราะห์ข้อมูลโดยการสรุปความแบบพรรณนา
ผลการวิจัยพบว่า (1) การบูรณาการความร่วมมือของภาครัฐและผู้ประกอบการธุรกิจสถานบันเทิงในกรุงเทพมหานคร โดยภาครัฐมีความพยายามส่งเสริมเศรษฐกิจควบคู่กับการควบคุมผลกระทบทางสังคม โดยมีการกำหนดนโยบาย บังคับใช้กฎหมาย แต่การมีส่วนร่วมของภาคส่วนต่าง ๆ ยังจำกัด ทัศนคติของผู้เกี่ยวข้องมีทั้งฝ่ายสนับสนุนและคัดค้าน กลไกควบคุมทางสังคมยังต้องพัฒนาให้มีประสิทธิภาพและได้รับ
ความเชื่อมั่นจากทุกฝ่าย (2) ปัญหาและอุปสรรค ได้แก่ ความซับซ้อนของระบบราชการ ข้อจำกัดด้านทรัพยากร ความไม่แน่นอนของนโยบาย ข้อขัดแย้งเรื่องโซนนิ่ง และ (3) แนวทางที่เสนอได้แก่ ควรปรับปรุงกฎหมายให้สอดคล้องกับสถานการณ์ บังคับใช้กฎหมายอย่างเท่าเทียม ทบทวนนโยบายภาษี ใช้เทคโนโลยีในการควบคุม และกำหนดกรอบความร่วมมือภาครัฐและผู้ประกอบการที่ชัดเจน
