การบริหารการเปลี่ยนแปลงพื้นที่จังหวัดนนทบุรีที่เกิดจากการความเป็นเมือง

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) วิเคราะห์การบริหารการเปลี่ยนแปลงพื้นที่จังหวัดนนทบุรีที่เกิดจากความเป็นเมือง (2) ศึกษาปัญหาและอุปสรรคการบริหารการเปลี่ยนแปลงพื้นที่จังหวัดนนทบุรีที่เกิดจากความเป็นเมือง และ (3) เสนอแนวทางการบริหารการเปลี่ยนแปลงพื้นที่จังหวัดนนทบุรีที่เกิดจากความเป็นเมือง รูปแบบการวิจัยเป็นการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลสำคัญ ได้แก่ ผู้บริหารและข้าราชการหน่วยงานภาครัฐที่เกี่ยวข้อง นักวิชาการ ผู้ประกอบการเอกชน ผู้นำชุมชน และประชาชนทั่วไป จำนวน 24 คน ใช้วิธีการคัดเลือกแบบเจาะจง เครื่องมือวิจัยคือแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยวิธีการวิเคราะห์สรุปแบบพรรณนา
ผลการวิจัยพบว่า (1) การบริหารการเปลี่ยนแปลงพื้นที่จังหวัดนนทบุรี ดำเนินตามแผนพัฒนาจังหวัดระยะ 5 ปี (พ.ศ. 2566-2570) เพื่อพัฒนาเป็นเมืองน่าอยู่ โดยใช้ผังเมืองรวม พ.ศ. 2566 เป็นกรอบการใช้ที่ดิน และพัฒนาโครงสร้างพื้นฐาน เช่น ระบบขนส่งมวลชน ระบบระบายน้ำ และภูมิทัศน์เมือง พร้อมส่งเสริมอารยสถาปัตย์ บริการภาครัฐดิจิทัล การดูแลผู้สูงอายุ การพัฒนาทักษะอาชีพ และเศรษฐกิจชุมชน การจัดการทรัพยากรธรรมชาติด้วยโมเดลเศรษฐกิจ BCG การเพิ่มพื้นที่สีเขียว ใช้พลังงานสะอาด และเน้นการมีส่วนร่วมจากทุกภาคส่วน (2) ปัญหาและอุปสรรค ได้แก่ ผลกระทบต่อชุมชนดั้งเดิม ปัญหาสิ่งแวดล้อม ข้อจำกัดของผังเมือง การสูญเสียพื้นที่เกษตรกรรม การจัดการทรัพยากรไม่เพียงพอ และแรงกดดันจากการขยายตัวของเมือง (3) แนวทางการบริหาร ควรจัดระเบียบเมืองให้สอดคล้องกับคุณภาพชีวิต ส่งเสริมเทคโนโลยี พัฒนาแรงงานทักษะสูง หนุนเศรษฐกิจหมุนเวียน การมีส่วนร่วมทุกภาคส่วน และการบริหารงบประมาณอย่างโปร่งใส
