ระดับความเป็นอิสระทางการคลัง: ปัจจัยที่ส่งผลต่อคุณภาพชีวิต ของประชาชน

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับความเป็นอิสระทางการคลังขององค์กรปกครองส่วนท้องถิ่นและระดับคุณภาพชีวิตของประชาชน และ
2) ศึกษาปัจจัยที่ส่งผลต่อคุณภาพชีวิตของประชาชน โดยทำการศึกษาจากข้อมูลทุติยภูมิจาก 1) ฐานข้อมูลงบประมาณรายได้ของท้องถิ่นในระดับจังหวัด ปี 2555 และ 2) ฐานข้อมูลการสำรวจภาวะเศรษฐกิจและสังคมของครัวเรือน (SES) รายจังหวัด ปี 2556 ทำการวิเคราะห์ข้อมูลโดยการวิเคราะห์ถดถอยพหุคูณแบบขั้นตอน ผลการวิจัยพบว่า 1) กลุ่มจังหวัดที่มีค่าดัชนีความเป็นอิสระทางการคลังขององค์กรปกครองส่วนท้องถิ่น (อปท.) ในระดับค่อนข้างมาก มี 7 จังหวัด (คิดเป็นร้อยละ 9.33) ได้แก่ จังหวัดสมุทรปราการ ภูเก็ต นนทบุรี ปทุมธานี ระยอง สมุทรสาคร ส่วนกลุ่มจังหวัดที่มีค่าดัชนีความอิสระทางการคลังของ อปท. ต่ำสุด 5 จังหวัด ได้แก่ จังหวัดชัยนาท อุตรดิตถ์ ปัตตานี นราธิวาส และสตูล และ 2) ดัชนีการศึกษา ดัชนีมาตรฐานการครองชีพ และระดับความเป็นอิสระทางการคลัง มีความสัมพันธ์ทางบวกกับคุณภาพชีวิตของประชาชนอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ส่วนดัชนีสุขภาพมีความสัมพันธ์ทางลบกับคุณภาพชีวิตของประชาชนอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยพบว่าดัชนีมาตรฐานการครองชีพ และระดับความเป็นอิสระทางการคลังสามารถร่วมกันทำนายคุณภาพชีวิตของประชาชนได้ร้อยละ 84.60 อย่างมีนัยสำคัญทางสถิติที่ระดับ .01
