Evaluation and Guidelines of Local Road Safety Actions under the Local Administrative Organizations: A Case Study of the 10 Provinces under the Bureau of Rural Roads 8 and 10

Abstract

This article is a part of the Local Road Safety Actions under the Local Administrative Organizations, granted by Thai Health Promotion Foundation, aiming at investigating and evaluating the road safety activities, examining problems and factors affecting the operations of the organizations to look after the local roads, and  proposing the guidelines for improving the operations as policies focusing on the standards of road safety engineering and monitoring and repairing the roads with risk points for safety in 10 provinces under the Bureau of Rural Roads 8 and 10 in the north of Thailand. The data were collected by using a questionnaire from 267 local administrative organizations and an in-depth interview with 23 administrators and directors of divisions of public works. The data were analyzed and evaluated for performance using Data Envelopment Analysis (DEA) for determining factors, identifying groups, and developing a strategic proposal for improvement.
