The purpose of this research were 1) to study the present condition and desirable conditions in 21st century school development under the Secondary Education of area office 20 2) to develop a 21st century school development strategy under the school district. The six main components of the strategy were the vision, the obligation, the mission, the goals, the strategy, and the Indications which were the policy research. The method of conducting research were divided into two phases. The first phase was the contextual study and strategic framework for school development in 21st Century under the Secondary Education of area office 20, consisting of 1) research papers 2) survey research 348 samples from the school director, deputy directors, teachers, and Chairman of the Board of Education 3) group discussions to consider empirical data, documents and information from the survey of experts from North Eastern University, Local Universities, director of the Secondary Education of area office, supervisors, School of director total 16 samples 4) strategic framework for school development in 21st Century. The second Phase Implementation was to develop and monitor the strategy by Udonthani Rajabhat University, director of the Secondary Education of area office, Udon thani Provincial Education Office, School of director total 16 samples to be strategy for the development of schools in 21st century. The findings were: 1) The current state of school development in 21st century, under the Secondary Education of area office 20, had a high level of overall from the highest average to the lowest, the following were the Organizing learning skill that focused on professional competence, the network of learning skill, the corporate culture organization skill, and the knowledge management in the organization skill respectively. 2) Desirable condition to develop the schools in 21st century under the jurisdiction of Secondary Educational Service Area Office, Area 20 was at a high level. The arranging in order from the highest average to the lowest average were the network of learning, corporate culture and knowledge management in the organization respectively. 3) The 21st century school development strategy of the Secondary Education of area office 20 began with the vision that was “The school under the Secondary Education of area office 20 had the quality and students had 21st century skill." Proceeded following by 4 strategies 1) the Organizing learning skills that focused on professional competence in the 21st century 2) the knowledge management in the organization 3) the creation of a culture conducive to change and 4) the creation of a learning network. These consisted of 4 obligations, 11 goals, 10 strategies, 24 guidelines and 32 indicators.
