การศึกษาสภาพ ปัญหาและแนวทางการพัฒนาการบริหารงานพัสดุและสินทรัพย์ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 29

บทคัดย่อ

           การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบสภาพ ปัญหาและแนวทางการพัฒนาการบริหารงานพัสดุและสินทรัพย์ของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 29 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา จำนวน 136 คน ครูผู้สอน จำนวน 214 คน รวม 350 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามมาตราส่วนประมาณค่า มีค่าความเชื่อมั่นเท่ากับ .98 สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบความแตกต่างโดยทดสอบค่า t

          ผลการวิจัยพบว่า

1. สภาพการบริหารงานพัสดุและสินทรัพย์ของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 29 โดยภาพรวม มีการปฏิบัติอยู่ในระดับมาก ส่วนปัญหาการบริหารงานพัสดุและสินทรัพย์ของโรงเรียน โดยภาพรวมอยู่ในระดับน้อย
2. ผลการเปรียบเทียบสภาพการบริหารงานพัสดุและสินทรัพย์ของผู้บริหารของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 29 จำแนกตามสถานภาพ พบว่า โดยภาพรวมทั้งสภาพและปัญหาไม่แตกต่างกัน การเปรียบเทียบจำแนกตามขนาดของสถานศึกษาพบว่าทั้งสภาพและปัญหาไม่แตกต่างกัน
3. แนวทางการพัฒนาการบริหารงานพัสดุและสินทรัพย์ผู้บริหารของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 29 สถานศึกษาและสำนักงานเขตพื้นที่การศึกษา ควรจัดอบรมหลักสูตรการบริหารพัสดุและสินทรัพย์ หลักสูตรการใช้เทคโนโลยีช่วยการบริหารพัสดุและสินทรัพย์ให้กับครูที่ปฏิบัติหน้าที่บริหารพัสดุและสินทรัพย์เป็นระยะ ๆ และควรมอบหมายให้ครูทำงานเป็นทีม เพื่อพัฒนาการบริหารงานพัสดุและสินทรัพย์ในโรงเรียนอย่างต่อเนื่อง

          The research aimed to study and compare the problems and guidelines of the material and property administration of the schools under the jurisdiction of the Office of the Secondary Educational Service Arear 29. The samples were 136 school administrators and 214 teachers. The research instrument was a rating scale questionnaire of a confidence value equivalent to .98. Statistics used in an analysis were mean, standard deviation, and t-test.

          The research findings were as follows.

1. The material and property administration in the schools under the jurisdiction of the schools of the Office of the Secondary Educational Service Area 29 was found to be at a high level. The problems was found to be at a least level
2. A comparison of material and property administration in the school under study as classified by the administrative conditions showed no difference. The administration as classified by the school size showed no difference.
3. The guidelines for the development of the material and property administration in the school in the study were as follows. A training course should be held for the teachers who were responsible for the school material and property; the teachers concerned should be assigned to work as a team to ensure a continuous administration.
