การบริหารจัดการเทศบาลเมืองสุรินทร์ที่มีประสิทธิภาพบนพื้นฐานของหลักธรรมาภิบาล เพื่อเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน

บทคัดย่อ

           การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการบริหารจัดการเทศบาลเมืองสุรินทร์ที่มีประสิทธิภาพบนพื้นฐานของหลักธรรมาภิบาลและ 2) เพื่อศึกษาข้อเสนอแนะการบริหารจัดการเทศบาลเมืองสุรินทร์ที่มีประสิทธิภาพบนพื้นฐานของหลักธรรมาภิบาลเพื่อเตรียมความพร้อมเข้าสู่ประชาคมอาเซียนซึ่งในการศึกษาครั้งนี้ ผู้วิจัยได้ใช้วิธีการศึกษาวิจัยเชิงสำรวจ (Survey Research) โดยเก็บข้อมูลภาคสนาม (Field Study) จากประชาชนที่อาศัยอยู่ในเขตพื้นที่เทศบาลเมืองสุรินทร์ อำเภอเมือง จังหวัดสุรินทร์ จำนวน 396 คน โดยวิธีการสุ่มแบบแบ่งกลุ่ม (Cluster Sampling) ใช้แบบสอบถามที่จัดทำขึ้นเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ลักษณะของแบบสอบถามเป็นทั้งปลายปิด และปลายเปิด ผู้วิจัยได้วิเคราะห์ข้อมูลที่ได้ โดยหาค่าความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) ส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation: S.D.) และใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท

          ผลการวิจัยพบว่า

1. การบริหารจัดการเทศบาลเมืองสุรินทร์ที่มีประสิทธิภาพบนพื้นฐานของหลักธรรมาภิบาลเพื่อเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน โดยจำแนกตามสถานภาพส่วนบุคคลของกลุ่มตัวอย่างรูปแบบการบริหารจัดการเทศบาลเมืองสุรินทร์ที่มีประสิทธิภาพบนพื้นฐานของหลักธรรมาภิบาล เพื่อเตรียมความพร้อมเข้าสู่ประชาคมอาเซียนส่วนใหญ่เป็นเพศชาย อายุระหว่าง 41 – 50 ปี มีสถานภาพสมรส สำเร็จการศึกษาระดับมัธยมศึกษาตอนต้น มีรายได้ตํ่ากว่า 7,500 บาท มีตำแหน่งหน้าที่ในด้านอื่น ๆ และมีประสบการณ์ในการทำงาน 5 – 10 ปี
2. การบริหารจัดการเทศบาลเมืองสุรินทร์ที่มีประสิทธิภาพบนพื้นฐานของหลักธรรมาภิบาลเพื่อเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน โดยภาพรวม อยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า การบริหารจัดการเทศบาลเมืองสุรินทร์ที่มีประสิทธิภาพบนพื้นฐานของหลักธรรมาภิบาลเพื่อเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน อยู่ในระดับมาก ทุกด้าน โดยเรียงลำดับจากมากไปน้อยดังนี้ คือ หลักนิติธรรม หลักคุณธรรม หลักความโปร่งใส หลักความคุ้มค่า หลักความรับผิดชอบ และ หลักการมีส่วนร่วม
3. ปัญหาอุปสรรคเกี่ยวกับการบริหารจัดการเทศบาลเมืองสุรินทร์ที่มีประสิทธิภาพบนพื้นฐานของหลัก ธรรมาภิบาล เพื่อเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน พบว่า การปฏิบัติงานยังขาดกฎระเบียบในการบังคับใช้ที่ชัดเจนร่วมถึงการขาดหลักนิติธรรมของเจ้าหน้าที่บางคน ผู้นำชุมชนและบุคลากรบางส่วนมีพฤติกรรมไม่เหมาะสม หน่วยงานราชการส่วนท้องถิ่นยังขาดความโปร่งใสและขาดความน่าเชื่อถือประชาชนขาดความสามัคคีในหมู่คณะ รวมถึงการขาดความช่วยเหลือ จากหน่วยงาน ขาดความรับผิดชอบในหน้าที่ที่มีส่วนเกี่ยวข้องต่อส่วนรวม และมีการบริหารจัดการงบประมาณที่สิ้นเปลือง

          สำหรับข้อเสนอแนะพบว่า ควรมีการจัดอบรมให้ความรู้หลักนิติธรรมกับเจ้าหน้าที่และบุคลากรที่เกี่ยวข้องควรมีการประเมินพฤติกรรมการปฏิบัติงานของเจ้าหน้าที่และบุคลากรรวมถึงกลุ่มผู้นำชุมชนควรมีการออกมาชี้แจงกระบวนการปฏิบัติงานและการใช้งบประมาณต่าง ๆ เพื่อความโปร่งใสควรมีค่าตอบแทนในการเข้าร่วมกิจกรรมเพื่อจูงใจประชาชนให้เกิดความสนใจควรจัดให้มีการออกสำรวจความเป็นอยู่ของประชาชนรวมถึงการสนับสนุนโครงการต่าง ๆ และควรมีการสำรวจปัญหาในชุมชนเพื่อลดปริมาณการใช้งบประมาณที่สิ้นเปลืองในการแก้ไขปัญหาที่ไม่เข้าใจถึงปัญหานั้น ๆ

          The research study was “The efficiency pattern for management Surin municipality authority based on good governance in ASEAN”aimed to 1) study the level of the efficiency pattern for managementSurin municipality authority based on good governance in ASEAN and 2) study suggestions of the efficiency pattern for managementSurin municipality authority based on good governance in ASEAN. In this study, survey research and field studywere collected data from people who lived in around Surin municipality authority. Questionnaires - both closed and open-ended questions were quested through 396 cluster samplings. Data were analyzed by frequency, percentage, mean, standard deviationSD,texts analysis and context clues.

          The results were revealed as followings:

1. The efficiency pattern for managementSurin municipality authority based on good governance in ASEAN was classified by status of samplings; almost they were males, aged during 41 – 50 years old, married, lower secondary, incomes lower than 7,500 baht; they got some other positions and had experience working in 5-10 years.
2. Overall the efficiency pattern for managementSurin municipality authority based on good governance in ASEANwas at high level. While it was considered in each aspect it was ordered from most to least as followings:rule of law, morality, transparency, worthiness, responsibility, and participation.
3. Problems regarding the efficiency pattern for management Surin municipality authority based on good governance in ASEANfound that there were not clearly rule of law for operation by some authorities. The community leaders and some personnel were acted by inappropriate behavior. Local government agencies also were lack of transparency and credibility. People were not unity among themselves including the lack of assistance from the authorities. Lack of responsibility was involved to participate in public. Moreover, management was absolutely estimated consumption.

          As for suggestions, it found that there should be organized a seminar on the rule of law to officers and related personnel. There should be the assessment of the performance of staff and personnel, including a group of community leaders. There should have come out to clarify the budget execution processing and to transparency. There should have paid to attend the event in order to attract public attention. There should be provided to explore the lives of people, including support for various projects. And the issue should be explored in order to reduce the budget wastage in resolving problems that do not understand the issue.
