Human Resource Development Model Based on the Deming Cycle Approach of Phetchaburi Municipality, Mueang Phetchaburi District, Phetchaburi Province

Abstract
This research article aims to 1) study the level of human resource development in Phetchaburi Municipality, 2) study the quality management factors (PDCA) that affect the development of human resources in Phetchaburi Municipality, and 3) propose experiment a human resource development model based on the principles of quality management (PDCA) that is suitable for Phetchaburi Municipality. Data were collected using mixed methods
research: quantitative research using a questionnaire from the sample group of 181 staff in Phetchaburi Municipality and qualitative research using in-depth interviews with key informants, including eight executives. Data were analyzed using percentage statistics, mean, standard deviation, multiple regression, and content analysis.
The results of the research found that 1) The overall level of human resource development of Phetchaburi Municipality is at a high level (ðĨĖ
= 4.11, S.D. = 0.50), 2) The Deming Cycle factors that affect human resource development of Phetchaburi Municipality, including planning and the audit aspect is statistically significant at the 0.05 level, and 3) an experiment in human resource development model according to the principles of the Deming Cycle (PDCA) of Phetchaburi Municipality Mueang Phetchaburi District Phetchaburi Province the appropriate model isâTEDLPC Modelâconsisting of Training (T), Education (E), Development (D), Learning (L), Plan (P), and Check (C), that is, the appropriate model for human resource development of Phetchaburi Municipality. There must be planning in terms of budget and methods, including surveying the needs of personnel for self-development, and an evaluation committee was appointed to evaluate human resource development results and then use it to find a way to solve the problem. The model can be applied to develop the agency's human resources to benefit the organization.
