การท่องเที่ยวเชิงเพศกับการพัฒนาอย่างยั่งยืน : ความขัดแย้งหรือโอกาสอยู่ร่วมกัน

บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) วิเคราะห์และนำเสนอประเด็นข้อขัดแย้งและความเป็นไปได้ในการอยู่ร่วมกันระหว่างปรากฏการณ์การท่องเที่ยวเชิงเพศกับแนวคิดการพัฒนาอย่างยั่งยืน 2) นำเสนอข้อเสนอแนะเชิงนโยบายในการพัฒนาให้การท่องเที่ยวเชิงเพศเป็นการท่องเที่ยวอย่างยั่งยืน โดยใช้วิธีการวิจัยแบบผสมผสานระหว่างการวิจัยเอกสารและการสนทนากลุ่มร่วมกับผู้เชี่ยวชาญด้านการท่องเที่ยว ด้านสวัสดิการทางสังคม และด้านสุขภาวะทางเพศ รวมทั้งหมด 15 คน วิเคราะห์และสังเคราะห์ข้อมูลจากกรอบแนวคิดการพัฒนาการท่องเที่ยวอย่างยั่งยืน ผลการวิจัยพบว่า การท่องเที่ยวเชิงเพศมีความขัดแย้งกับหลักการพัฒนาอย่างยั่งยืนด้านจริยธรรมและการสร้างผลกระทบทางลบต่อสังคม ขณะเดียวกันก็มีจุดร่วมในมิติทางเศรษฐกิจที่สร้างรายได้ทั้งในระดับประเทศและระดับท้องถิ่น เพื่อให้ส่งเสริมให้การท่องเที่ยวเชิงเพศสามารถดำรงอยู่ร่วมกับแนวทางการพัฒนาอย่างยั่งยืนได้อย่างเหมาะสม การมีนโยบายรูปแบบนโยบายที่สอดคล้องกับหลักการของความยั่งยืน อาทิ การทำให้การค้าบริการถูกกฎหมายพร้อมทั้งระบบหรือกลไกในการกำกับดูแล การคุ้มครองสิทธิแรงงานทางเพศ การป้องกันการละเมิดสิทธิมนุษยชน การส่งเสริมการมีส่วนร่วมของชุมชน และการกระจายรูปแบบการท่องเที่ยว นอกจากนี้ยังจำเป็นต้องมีการสื่อสารเพื่อสร้างความเข้าใจ มีกรอบตัวชี้วัดเพื่อประเมินนโยบายในทางปฏิบัติอย่างต่อเนื่อง และจำเป็นต้องมีการศึกษาวิจัยเชิงลึกและต่อเนื่องเพื่อเสริมสร้างแนวทางการพัฒนาที่ยั่งยืนและครอบคลุมยิ่งขึ้น
