A A Study of Conditions and Needs to Develop a Curriculum of Measurement and Evaluation for Learning and Teaching Managements in Vocational Education Level via an Online Multi-Platform Learning System

Abstract
The guideline for teaching and learning management is necessary. The instructors have to consider developing a curriculum to focus learner-centered. Initial from study the conditions and needs for developing a curriculum by focusing on a curriculum of measurement and evaluation for learning and teaching managements in vocational education via an Online Multi-Platform Learning System. This research process has three steps: 1) study the related articles and research covering concepts and theories such as learning and teaching management in vocational education, the curriculum of measurement and evaluation, and the Online Multi-Platform Learning System, 2) focus group discussion collectively with 12 experts to conclude the essence of the current conditions, problems, and guidelines for measurement and evaluation courses development via the Online Multi-Platform Learning System, and 3) study the opinions about conditions and needs from the administrators, instructors, and learners in vocational and higher education institutions for the guidelines to develop the curriculum measurement and evaluation via the Online Multi-Platform Learning System. The results showed that the current situation of the measurements and evaluations from the confederate have an average at a high level ( = 3.97, S.D. =0.45). The highest average is divided into the following issues respectively: Measurement and evaluation are necessary to learners, instructors, and administrators ( = 4.37, S.D. = 0.62).Developing the skill of measurement and evaluation will assist the instructors in understanding and choosing the appropriate measurement and evaluation methods ( = 4.33, S.D. = 0.78). Instructors have a variety of methods for measurement and evaluation ( = 4.23, S.D. = 0.81).Key conclusions on current conditions, problems and guidelines for curriculum development are as follows: 1) the measurement and evaluation in the past point out the problems and obstacles, both the ambiguity of the Rubrics criterion, including how to measure based on actual conditions, 2) it is necessary to stimulate the learners' practice to be more efficient to increase the achievement of the instructor on measurement and evaluation, and 3) the instructor could choose from the available examples that can adapt to their course.
