Study of the Development of the Small Scale Fisheries in Phetchaburi

Abstract

         The objectives of this research were:  1) to study the patterns and challenges of small-scale fisheries in Phetchaburi Province, and 2) to explore development strategies for small-scale fisheries in the province. This study employed qualitative research methodology. The data collection tools included in-depth interviews, focus group discussions, and document analysis. The target groups were selected through purposive sampling, taking into account their direct experience, knowledge, understanding of local fisheries, and social roles in the community. The sample consisted of 16 community leaders, 24 local fishers, and 4 government officials. To ensure depth and diversity of the data, in-depth interviews and focus groups were conducted separately, although some participants overlapped between the two groups. The data were analyzed using content analysis to categorize themes, extract core issues, and interpret the results in alignment with the research objectives. The findings revealed that: 1) Small-scale fishing in Phetchaburi involves the use of boats and traditional fishing gear targeting specific marine species along the coast. Key challenges include: (1) reduced fishing areas, (2) decline in coastal marine resources, (3) strict enforcement of fishing laws, (4) illegal use of fishing gear in coastal zones, and (5) impacts of climate change. 2) Strategies for the development of small-scale fisheries include: (1) promoting community participation, (2) establishing community-based regulations, (3) supporting local livelihoods through collaboration between state and communities, and (4) enforcing coastal fishing laws more effectively.
