LAW ENFORCEMENT MEASURES TO CONTROL E-CIGARETTES

Abstract

This research aims to study the enforcement measures of the law on e-cigarette control in order to enhance the effectiveness of legal enforcement. The study found that although there are various legal measures used to control e-cigarettes in Thailand, they are enforced by multiple agencies and implemented in different ways, resulting in a lack of efficiency in enforcement. At present, there is no specific law at the statutory level for the control of e-cigarettes, and no single agency is assigned as the main responsible authority. Furthermore, corruption among law enforcement officials due to unclear interpretations.
The inconsistency and ambiguity of legal provisions lead to ineffective legal actions.
The government should enforce the law in conjunction with knowledge-based policy.
Law enforcement officers must work with relevant sectors to strictly enforce the law while also providing knowledge to the public. as e-cigarettes may serve as a gateway to more serious substance use. However, public awareness of the dangers of e-cigarettes remains limited and inconsistent. The government should collaborate with the private sector and relevant organizations to develop new innovations in digital education to effectively reach all target groups and improve future law enforcement outcomes.
