EFFECTIVENESS AND GUIDELINES FOR ENHANCING THE IMPLEMENTATION OF THE HUA HIN BEACH TOURISM DEVELOPMENT POLICY: A STUDY OF HUA HIN CITY MUNICIPALITY, PRACHUAP KHIRI KHAN PROVINCE

Abstract
This research aimed to 1) examine the effectiveness of implementing the Hua Hin beach tourism development policy. 2) compare opinions on policy implementation effectiveness classified by personal characteristics. 3) investigate the factors that have a causal relationship with policy implementation effectiveness. and 4) explore guidelines for enhancing policy implementation effectiveness. The quantitative sample consisted of 384 stakeholders involved in tourism development in Hua Hin Municipality, Prachuap Khiri Khan Province, and 8 key informants. Data were analyzed using percentages, means, standard deviations, independent samples t-test, one-way analysis of variance (ANOVA), multiple regression analysis, and content analysis. Findings: 1) Policy implementation effectiveness and implementation factors were at the highest level overall. 2) Stakeholders with different personal characteristics did not differ in their opinions on policy implementation effectiveness. 3) Public administration, public and private sector participation, and technological innovation had a significant causal relationship with policy implementation effectiveness at the 0.01 level, with public and private sector participation having the greatest influence. 4) Guidelines for enhancing policy implementation effectiveness include systematic beach management, environmental conservation, promoting public and private sector participation, and applying digital technology in management and public relations to promote sustainable tourism development.
