Systematic Supervision Model Integrating Buddhist Principles for Driving Moral Schools under the Office of the Basic Education Commission (OBEC), The Secondary Educational Service Area Office Phetchaburi

Abstract
This Research and Development (R&D) study aims to: 1) develop a Systematic Supervision Model (PBR–Moral Supervision Model) integrating Buddhist principles for driving moral schools under OBEC; 2) evaluate the implementation outcomes; and 3) expand and assess the sustainability of the network. The sample consisted of 132 administrators and teachers from 22 schools under the Secondary Educational Service Area Office Phetchaburi, selected via purposive sampling. The research instruments included a model appropriateness evaluation form, a moral school quality assessment rubric, supervision tracking forms, and satisfaction questionnaires. All tools were validated for content validity (IOC = 0.80–1.00) and demonstrated high reliability (Cronbach’s alpha ranging from 0.88 to 0.95). Data were analyzed using percentage, mean (), standard deviation (S.D.), Dependent Samples t-test, and content analysis. The findings revealed that: 1.The PBR–Moral Supervision Model comprises three components: (1) P – Policy Linking (Iddhipada 4), (2) B – Based Supervision (Brahmavihara 4), and (3) R – Reflection & Recognition (Kalyanamitra Dhamma 7). Experts rated the model’s appropriateness at the highest level ( = 4.68, S.D. = 0.41). 2.Following implementation, 55% of the schools achieved the 3-4 star moral school quality level. The post-implementation quality scores were significantly higher than the pre-implementation scores at the .01 level (t = 15.42, p < .01). Stakeholder satisfaction was at the highest level ( = 4.75, S.D. = 0.38). 3.The expansion phase resulted in a robust Professional Learning Community (PLC) network, establishing sustainable moral development across the educational system through peer-supported supervision.
