MODEL FOR ENHANCING COMMUNITY STRENGTH OF HIN LEK FAI SUB-DISTRICT ADMINISTRATIVE ORGANIZATION IN HUA HIN DISTRICT IN PRACHUAP KHIRI KHAN PROVINCE

Abstract

The objectives of this research article were to: 1) study community strength administration and community strength enhancement of Hin Lek Fai Sub-district Administrative Organization (SAO) in Hua Hin District, Prachuap Khiri Khan Province, 2) study relationship between community strength administration and community strength enhancement of Hin Lek Fai SAO in Hua Hin District, Prachuap Khiri Khan Province, and 3) propose the model for enhancing community strength of Hin Lek Fai SAO in Hua Hin District, Prachuap Khiri Khan Province. The mixed research methodology was applied in this study. The samples for quantitative study were 391 people in Hin Lek Fai Sub-district, selected by using simple random sampling method. analyzed by using frequency, percentage, mean, standard deviation, and Pearson’s correlation coefficient. The data for qualitative study were collected by using an in-depth interview form from 12 key informants, selected by using purposive sampling method, consisting of SAO administrator, local employees, community leaders, and Hin Lek Fai Ecclesiastical Sub-district Head. The data were analyzed by using content analysis and concluded in descriptive form. The research results were as follows: 1) The community strength administration of Hin Lek Fai SAO was overall at a high level. When each aspect was considered, it was found that natural resource management and community’s environment were the aspects with the highest mean and the aspect with the lowest mean was leadership of Hin Lek Fai SAO. And, the community strength enhancement of Hin Lek Fai SAO was overall at a high level. When each aspect was considered, it was found that community’s self-management was the aspect with the highest mean and the aspect with the lowest mean was community’s cooperative learning. 2) There was a positive relationship in overall with a high level (R=0.752) between community strength administration and community strength enhancement of Hin Lek Fai SAO, which relationship of each pair of two aspects was between 0.490 and 0.780, with statistical significance at the 0.01 level. 3) The model for enhancing community strength of Hin Lek Fai SAO, which the researcher proposed, namely “Hin Lek Fai Model” consisted of the following aspects: (1) community welfare, (2) occupation and income promotion, (3) community natural resource and environment management, (4) prevention and maintenance of life and asset security, (5) people participation promotion, and (6) leadership of SAO leaders.
