Abstract

The purpose of study on 1) to study policy and strategic management approaches of Human Resource Management of Colleges and Universities in Hunan Province, People's Republic of China. 2) to assess policy and strategic management approaches of Human Resource Management of Colleges and Universities in Hunan Province, People's Republic of China. 3) To study policy and strategic management approaches of Human Resource Management of Colleges and Universities in Hunan Province, People's Republic of China with Mixed Method Research were aspects: 1) Recruitment and Selection 2) Training development 3) Performance Evaluation 4) Remuneration and Benefits. The population of the study were 488 Colleges. The results showed that Policies and strategic management approaches of human resource management of colleges and universities in Hunan Province, People's Republic of China, in which the overall policy and strategic management of human resource management was at a high level. Next were: Compensation and benefits Recruitment and selection performance appraisal and determine individual training and development plans according to the abilities and needs of personnel Management guidelines for policy and strategy of human resource management are as follows: Executives recruit personnel with suitable qualifications for the job. By recruiting people from external sources using appropriate recruitment strategies and methods to achieve the most effective recruitment. Executives are able to manage effectively. Guidelines for recruitment and appointment of personnel are clearly defined in accordance with the regulations and the system covers the organization's goals. There is an evaluation measurement design that covers the development goals of the college's policy and strategic management of human resource management.
