THE PEOPLE’S LIFE AND PROPERTY SECURITY APPROACH OF THE PATROL AND SPECIAL OPERATION DIVISION 191

Abstract

This research aims study the safety management of people's life and property and analyze the problems and obstacles in safety management and to analyze the safety management guidelines for people's life and property issued by the Patrol Division and Police Special Operations 191 to developed in more effective way. This study applies a qualitative research method with in-depth interviews consisting of 1) Deputy Commander of Patrol and Special Operations 2) Police Officers of the Patrol and Special Operations Division 191 and 4) Public sector, totaling 21 people. The outcome of study reveals that under the existing organizational structure and the authority of the Police Patrol Division and Special Operations Unit 191 be in charge of police patrolling, inquiring crime intelligence and internal unrest activities and ensuring security in important places, as well as acting as an emergency operating center, involving the command, control, and communication operation, including the cooperation with the private sector as community relations work. The encountered problems are 1) The manpower rate is insufficient for work operations. 2) Data storage formats are also stored in the form of documents, possibly resulting in data loss. 3) Budget allocation is insufficient for providing modern and sufficient equipment in performing missions and duty. The guideline for safety management is recommend as follows: 1) Manpower readiness and planning on continuous basis must be prepared. 2) Database system development should be put in place for maximum efficiency. 3) Lessons learned from defense and response with situations for managing the safety of people's lives and property in a timely manner. 4) Emphasis on the quality of life of police officers must be made and 5) Guidelines or plans for cooperation between agencies and cooperation with the public sector.
