Abstract

          The objective of this research is 1) to study the development of the Customs Department by reforming the operating system, 2) to study the development factors of the Customs Department by reforming the operating system of the Customs Department, and 3) to study the reform guidelines. The operating system of the Customs Department on organizational development through operational system reform, is a qualitative research. By using the document research methodology to analyze the data.


          the result of the research shows that: The Customs Department is a government agency under the Ministry of Finance as a responsible country for trade. Is responsible for smooth international trade supervision Including supervising this trade to be in accordance with the system Narrowing importers – exporters to comply with regulations Including activities to promote                  the country's exports The Customs Department therefore needs to improve the operations of the Customs Department to be more flexible. Including adjusting the tariff structure to be equal to the international system By establishing development strategies that are in line with bureaucratic reforms, such as changing processes and methods of work Structural adjustment and public administration Reengineering the financial and budgeting system, creating a new human resource management system and replacement cost Changing paradigm culture, transparency Consistent with the new customs department's operating system With various missions Strengthening the bureaucratic system of the Customs Department The opening of the bureaucratic system of the Customs Department to the people to participate shows that the development of the Customs Department by reforming the bureaucratic system of the Customs Department Resulting in the private service system Meet the satisfaction of clients As well as creating transparency for the bureaucratic system of the Customs Department Increased efficiency.
