Abstract

This study aims to analyze learners' demands and develop guidelines for enhancing the Non-degree Program: Reskill/Upskill and Pre-degree Program at the undergraduate and graduate levels offered by the College of Local Administration, Khon Kaen University. The study aligns with labor market trends and workforce development policies across Thailand and ASEAN regions, focusing on curriculum management to enhance learners' capabilities and increase their competitiveness. This research employs a survey methodology, collecting data from 500 participants, including undergraduate and graduate students, high school students, guidance counselors, and academic service beneficiaries. Data were collected using a structured questionnaire and analyzed descriptively using frequency and percentage distributions. The findings indicate that learners prioritize flexible curricula, practice-oriented teaching methods, and access to modern learning resources. However, the program's reach and accessibility remain limited due to its regional scope, presenting challenges for broader implementation. Additionally, learners' expected tuition fees were lower than the established rates, posing challenges to the financial sustainability of the program. Key recommendations include aligning curriculum development with labor market needs and industry demands, designing learning systems that accommodate diverse learners, structuring tuition fees to balance affordability and institutional sustainability, and fostering collaboration among the government, educational institutions, and private sectors to support scholarships and internship opportunities. These measures will strengthen the role of Non-degree and Pre-degree Programs as key mechanisms for workforce development, ensuring alignment with evolving economic and technological landscapes.
