Problems and Guidelines for Issuing Land Title Deeds in Land Reform Areas
Abstract
This research, entitled “Problems and Guidelines for Land Title Deed Issuance in Land Reform Areas,” aims to: (1) examine the current situation and problems related to land title deed issuance in land reform areas; (2) analyze the factors contributing to potential solutions for these issues; and (3) propose guidelines for improving and developing the land title deed issuance process to enhance its efficiency in accordance with the principles of the rule of law, fairness, and good governance. This study employs a qualitative research approach, integrating documentary research and legal research with field data collection through in-depth interviews and focus group discussions. The key informants consisted of 30 participants, including government administrators and officials, community leaders, representatives of local administrative organizations, legal experts, and farmers in land reform areas. Data were analyzed using content analysis and comparative synthesis.
The research was conducted over a six-month period, from June 2025 to December 2025.
The findings reveal that land title deed issuance in land reform areas continues
to face structural challenges. These challenges stem from limitations in legal frameworks and regulations that lack clarity, delays and redundancies in administrative procedures, insufficient integration of data among government agencies, and limited public participation. As a result, farmers experience insecurity in land tenure rights and inequities in administrative management. Key factors contributing to problem resolution include the revision and harmonization of laws and policies to ensure clarity and consistency, the development of an integrated land administration system supported by digital technologies, and the strengthening of effective mechanisms for public participation. Appropriate development guidelines should focus on enhancing the efficiency, transparency, and fairness of the land title deed issuance process in order to promote land tenure security and support sustainable development in the long term.
