Abstract
The objectives of this research were to study: 1) the role of the Community Organization Council in promoting sustainable development in local communities in Nakhon Ratchasima Province, 2) the factors that influence the outcomes and impacts of the Council’s efforts, and 3) the development of a mechanism for driving the Council to support sustainable development in the local context. A mixed-methods approach was used. Qualitative data were collected through structured interviews with 17 key informants, including presidents and representatives of the Community Organization Council at the zone level. Content analysis was applied. For the quantitative part, data were collected from 201 committee members across 27 councils that received funding in fiscal year 2022. A questionnaire was used to analyze mean scores and provide descriptive analysis and discussion.
The results revealed that the Community Organization Council plays a vital role in sustainable development. Members participated in decision-making (𝒙̅ = 4.28, SD = 0.87), followed by participation in operations (𝒙̅ = 4.24, SD = 0.86), benefit-sharing (𝒙̅ = 4.11, SD = 0.65), and evaluation (𝒙̅ = 4.09, SD = 0.65). Factors influencing outcomes and impacts included budget (𝒙̅ = 4.62, SD = 0.72), community relations and cooperation (𝒙̅ = 4.53, SD = 0.74), leadership (𝒙̅ = 4.51, SD = 0.82), committee effectiveness (𝒙̅ = 4.44, SD = 0.83), administrative management (𝒙̅ = 4.40, SD = 0.68), and the use of media and technology (𝒙̅ = 4.35, SD = 0.69). External factors such as the continuity of government policy and support from partner networks also had an influence.
To develop a driving mechanism for the Council, it is necessary to define clear and effective goals, establish an efficient network structure, and enhance the capacity of committee members in essential skills. There should be modern communication and public relations channels, a monitoring and evaluation system through a network-based committee, and forums for exchanging knowledge with successful networks.
