ภาคีภิบาลที่มีภาคการเมืองเป็นตัวนำ : กรณีศึกษาบุรีรัมย์โมเดล
บทคัดย่อ
บทความวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาตัวแบบความร่วมมือทางการเมืองระหว่างองค์กรปกครองส่วนท้องถิ่นกับพรรคภูมิใจไทย และวิเคราะห์บทบาทของภาคีเครือข่ายทางการเมืองอื่น ๆ ที่มีความสัมพันธ์ต่อกระบวนการพัฒนาเมืองจังหวัดบุรีรัมย์ การศึกษานี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ซึ่งเก็บข้อมูลด้วย
การสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลสำคัญ 5 กลุ่ม ได้แก่ 1) นักการเมืองระดับชาติพรรคภูมิใจไทย
2) นักการเมืองท้องถิ่น 3) ภาคเอกชน 4) ภาคประชาสังคม และ 5) ผู้เชี่ยวชาญด้านรัฐศาสตร์และ
รัฐประศาสนศาสตร์ จำนวน 17 คน โดยใช้การวิเคราะห์เนื้อหาและการวิเคราะห์แก่นสารเป็นวิธีการหลัก
ในการวิเคราะห์ข้อมูล ผลการศึกษาพบว่า ตัวแบบความร่วมมือทางการเมืองระหว่างองค์กรปกครอง
ส่วนท้องถิ่นและพรรคภูมิใจไทยมีลักษณะเป็นกลไกภาคีภิบาลแบบพึ่งพากันเชิงสถาบัน โดยมีภาคการเมืองเป็นแกนนำสำคัญในการขับเคลื่อนการพัฒนาเมืองจังหวัดบุรีรัมย์อย่างมียุทธศาสตร์ ทั้งนี้ โครงสร้าง
ความร่วมมือประกอบด้วยตัวแสดงหลัก 4 ภาคส่วน ได้แก่ (1) ภาคการเมือง (2) ภาครัฐ (3) ภาคเอกชน และ (4) กำนันผู้ใหญ่บ้าน ซึ่งเชื่อมโยงกันอย่างมีเอกภาพในลักษณะเครือข่ายความร่วมมือแบบจตุภาคี
โดยมีผู้แทนราษฎรจากพรรคภูมิใจไทยทำหน้าที่เป็นตัวแสดงศูนย์กลางเชิงสถาบันในการประสาน
ความร่วมมือระหว่างภาคีเครือข่ายในหลากหลายระดับทั้งในแนวดิ่งและแนวราบ ส่งผลให้การทำงานร่วมกันระหว่างนักการเมืองท้องถิ่นและสมาชิกสภาผู้แทนราษฎรขับเคลื่อนการพัฒนาเมืองได้อย่างมีประสิทธิภาพและเป็นเอกภาพ
