Abstract

Background and Aims: In terms of protecting natural resources and the environment, or the local environment, social welfare, protection, and local trade security, local government organizations today play a critical role in local public services. Additionally, it fortifies the basis for national growth and propels the nation ahead in line with governmental directives. The objectives of this research are 1) to study concepts and principles related to legal measures to protect the rights of those subjected to disciplinary action of local government employees. 2) to study the problem of protecting the rights of those subject to disciplinary action by local government officials. Current local government employees. 3) To analyze legal measures to protect the rights of those subjected to disciplinary action of local government employees. And 4) To prepare a prototype of legal measures to protect the rights of those subject to disciplinary action of local government employees.

Methodology: This research is qualitative research consisting of document research. In-depth interviews included a group of 4 administrators and practitioners of local government organizations in Maha Sarakham Province, a group of 4 lawyers and academics, and a group of administrators and practitioners in disciplinary procedures for employees of local government organizations. 4 people, a group of stakeholders in both the government sector 4 people from the private and public sectors and focus group discussions The target group is divided into 4 groups, 4 people per group, namely executives and workers of local government organizations. In the area of Maha Sarakham Province Group of lawyers and academics Group of executives and practitioners regarding disciplinary actions for employees of local government organizations Stakeholder groups in both the government sector Private and public sectors by specific random sampling method

Results: (1) concepts, theories, and principles that must be taken into account and included in the analysis include the concept of controlling and inspecting the use of state power. Concepts regarding disciplinary procedures for government officials, the rule of law, and the principle of separation of powers. Principles of guaranteeing basic rights Principles of insurance to protect rights in court Principles of legality of the judiciary Principles of independence of judges The rule of law and the principle of equality. (2) Currently considered in the investigation of facts and disciplinary action of local government employees. There is still no clear direction of the local government organization. That expresses the importance of protecting the rights of local employees who are subject to disciplinary action. (3) If local government organizations ignore this problem, it will have an impact on the development of work and the motivation or morale of local employees. Including the efficiency of the operations of local government organizations, both directly and indirectly. (4) Draft legal measures to protect the rights of those subjected to disciplinary action of local government employees, B.E..... consists of 47 provisions, divided into 4 sections as follows: Section 1 Definitions of terms Section 2 Committee for the Protection of Rights of Persons Subjected to Disciplinary Action of Local Government Employees Section 3 Powers and Duties Section 4 Office of the Committee for the Protection of the Rights of Persons Subject to Disciplinary Processing of Local Government Employees.

Conclusion: The analysis emphasizes how essential it is to include ideas like maintaining the rule of law, reining in state power, and protecting fundamental rights because these are essential for just disciplinary processes. In addition to endangering organizational effectiveness, disregarding the rights of local employees also lowers morale, which impedes the growth of local government operations.
