The Educational Quality Assurance Performance by Using Innovation Network of Nan Provincial Special Education Center

Abstract

This study aimed to examine the current conditions and propose guidelines for enhancing the implementation of educational quality assurance through the Innovation Network at the Nan Provincial Special Education Center. The research population consisted of 76 administrators and teachers, complemented by a focus group of nine experts. Data were collected using a questionnaire with a reliability coefficient of 0.98, and analyzed through descriptive statistics including percentage, mean, and standard deviation. Additionally, qualitative data from focus group discussions were examined using content analysis.

The findings indicated that the overall implementation of educational quality assurance was at a high level. The three strongest aspects were: (1) fostering a quality culture that reflects sustainable development, (2) introducing institutional change and creating academic value through an effective internal quality assurance system, and (3) assessing success according to established standards. Based on these findings, development guidelines were proposed in five areas. First, in setting quality standards, the institution should establish a formal committee responsible for defining educational benchmarks. Second, in driving quality, teachers and staff should be actively encouraged to integrate these standards into practice. Third, in evaluating outcomes, participation from teachers, staff, and the community is essential to ensure a comprehensive quality assurance process. Fourth, to create academic value, administrators should emphasize using assessment results to inform and improve educational management. Finally, in promoting a sustainable quality culture, the institution should strengthen its information systems and reinforce the role of the Innovation Network in quality assurance. In conclusion, the study highlights the importance of collaborative engagement, systematic evaluation, and institutional support in building a sustainable culture of educational quality assurance. The proposed guidelines provide a framework for strengthening quality practices that not only enhance educational outcomes but also contribute to sustainable institutional development.
