The Operational Effectiveness Development of Chumphon Provincial Social Development and Human Security Volunteers (SDHSV)

Abstract

This research was carried out through the mixed method which aimed to study 1) the operational efficiency of Social Development and Human Security Volunteers (SDHSV),
2) factors affecting the operational efficiency of Social Development and Human Security Volunteers (SDHSV), and 3) operational efficiency development approaches of Chumphon Provincial Social Development and Human Security Volunteers (SDHSV). Quantitative research samples were 303 people of Chumphon Provincial Social Development and Human Security Volunteers (SDHSV). Data was collected by a 5-rating scale questionnaire which has a reliability of 0.98 and analyzed by using; frequency, percentage, mean, standard deviation and Multiple Linear Regression Analysis. Qualitative research informants were 15 personnel of Chumphon Provincial Social Development and Human Security Office through an in-depth interview with focus group discussion and content analyzing method was implemented. Research findings were; The operational efficiency level of Chumphon Provincial Social Development and Human Security Volunteers (SDHSV), in overall, was found in high level, consider in aspects found that all 3 aspects were in high level arranged by order from most to least were; Target group assistant aspect ( =3.86), Social development aspect ( =3.74) and Community welfare aspect ( =3.63). Factors were statistically affected the operational efficiency of Chumphon Provincial Social Development and Human Security Volunteers at the significant level of .05 were found in 4 factors which were; Public mind factor (X_3, β=.312), Operational equipment factor (X_5, β=.289, Cooperation factor (X_7, β=.220) and Welfare factor (X_6, β=.103) and the standardized regression equation was formed as =.312Z₃+.289Z₅+.103Z₆ +.220Z₇  and operational efficiency development approaches of Chumphon Provincial Social Development and Human Security Volunteers (SDHSV) were compounded from the problem conditions, received from focus group discussion method, were consisted of personal aspect development approach, networking aspect development approach, welfare aspect development approach and management development approach.
