ปัญหาในการบริหารงบประมาณขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอน้ำขุ่น จังหวัดอุบลราชธานี

Abstract

   การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัญหาในการบริหารงบประมาณขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอน้ำขุ่นจังหวัดอุบลราชธานี 2) เปรียบเทียบปัญหาในการบริหารงบประมาณขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอน้ำขุ่น จังหวัดอุบลราชธานี 3) เสนอแนะและปรับปรุงแก้ไขแนวทางบริหารงบประมาณขององค์กรปกครองส่วนท้องถิ่น ประชากรที่ใช้ในการวิจัยครั้งนี้ คือ ข้าราชการการเมือง ข้าราชการส่วนท้องถิ่นและผู้นำหมู่บ้าน ในเขตอำเภอน้ำขุ่น จังหวัดอุบลราชธานี โดยแบ่งออกเป็น องค์การบริหารส่วนตำบล 3 แห่ง และเทศบาลตำบล 1 แห่ง ผู้วิจัยสุ่มตัวอย่างแบบแบ่งกลุ่มและเลือกแบบเจาะจง ได้กลุ่มตัวอย่าง จำนวน 370 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม ค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.91 การวิเคราะห์ข้อมูล ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน เปรียบเทียบความแตกต่าง ใช้ t-test หรือ F-test ผลการวิจัยพบว่า 1) ความคิดเห็นของข้าราชการ ส่วนท้องถิ่น ข้าราชการการเมือง และผู้นำหมู่บ้าน ต่อปัญหาในการบริหารงบประมาณขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอน้ำขุ่น จังหวัดอุบลราชธานี โดยภาพรวมและรายด้านอยู่ในระดับปานกลาง 2) ความคิดเห็นของข้าราชการส่วนท้องถิ่น ข้าราชการการเมือง และผู้นำหมู่บ้าน ต่อปัญหาในการบริหารงบประมาณขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอน้ำขุ่น จังหวัดอุบลราชธานีจำแนกตามปัจจัยส่วนบุคคล และเพศ พบว่า ความคิดเห็นโดยภาพรวมและรายด้านไม่แตกต่างกัน ยกเว้นด้านอายุ การศึกษา ประสบการณ์ทำงานต่างกันมีความคิดเห็นต่อปัญหาในการบริหารงบประมาณ แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 3) ข้อเสนอแนะในการบริหารงบประมาณประกอบด้วย ควรจัดเตรียมงบประมาณให้เป็นไปตามขั้นตอนของการพิจารณาทุกลำดับอย่างถูกต้อง ควรจัดให้มีการอบรมเพิ่มพูนความรู้ด้านงบประมาณให้แก่สมาชิกองค์การบริหารส่วนตำบลและเจ้าหน้าที่ในระดับต่างๆ อย่างสม่ำเสมอ และควรให้พนักงานส่วนตำบลหรือเจ้าหน้าที่ที่เกี่ยวข้องเข้ารับการอบรมเกี่ยวกับวิธีการบริหารงบประมาณ

   This research aim to : 1) Study the problems in the administration of the local government budget of Namkhun District Ubon Ratchathani province. 2) Compare the problems in the administration of budgets of local administration organization of Namkhun District Ubon Ratchathani province. 3) Suggest to improve the administrative budgets of local organization. Populations used in this research were political officers of local organization and village leaders in Namkhun District Ubon Ratchathani. As the following; Organizations in 3 areas and the Municipal District in 1 area, the researcher cluster random sampling into groups and purposive sampling. The samples were 370 people. Tool used in data collection was questionnaire. Both of sampling groups reliability was 0.91. Statistical analysis was the percentage mean and standard deviation to compares the differences using t-test or F-test. Research showed 1) The opinions of local officers, political officers and village leaders in Namkhun District Ubon Ratchathani province in the administration of local organization in Namkhun District Ubon Ratchathani province by overall, in the middle level and each aspect were also found that in the middle level. 2) The opinions of local officials, political officials and village leaders in Namkhun District Ubon Ratchathani province has had the problems in the administration of the local government budget in Namkhun District Ubon Ratchathani province. Personal data devided by gender show the overall and each aspect have no difference. But the ages, education and job experiences were differences. The problems were in the administration of local organization in Namkhun District Ubon Ratchathani province. Difference statistically significant was at the .05 level. 3) Suggestions should provide a budget to consider all the steps of the sequence correctly and should be provided with training to enhance their knowledge and budget of their organization and staff members in various  levels. Regularly should provide the district staff or officers involved to be trained on how to manage the budget.
