การศึกษาสภาพการดำเนินงานและแนวทางพัฒนาศูนย์ภาษาอาเซียน การศึกษานอกระบบ และการศึกษาตามอัธยาศัยอำเภอสังกัดสำนักงานส่งเสริมการศึกษานอกระบบ และการศึกษาตามอัธยาศัยจังหวัดมุกดาหาร

Abstract

     การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1)ศึกษาสภาพการดำเนินงานศูนย์ภาษาอาเซียน กศน.อำเภอ สังกัดสำนักงานส่งเสริม การศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดมุกดาหาร 2) ศึกษาข้อเสนอแนะและแนวทางการพัฒนาศูนย์ภาษาอาเซียน กศน.อำเภอ สังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดมุกดาหารเป็นการศึกษาจากประชากร ได้แก่ ผู้อำนวยการศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ ครูและบุคลากรทางการศึกษาการศึกษานอกระบบและ การศึกษาตามอัธยาศัย บรรณารักษ์ห้องสมุดประชาชนจังหวัด/อำเภอ ประธานคณะกรรมการศูนย์ภาษาอาเซียน จำนวน 120 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามชนิดมาตราส่วนประมาณค่า มีค่าความเชื่อมั่นทั้งฉบับ 0.98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย (μ) ค่าเบี่ยงเบนมาตรฐาน (σ) และค่าความถี่ (f) ผลการวิจัยพบว่า สภาพการดำเนินงาน 1) ศูนย์ภาษาอาเซียน การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ โดยรวมอยู่ในระดับมาก 2) ข้อเสนอแนะการดำเนินงานของศูนย์ภาษาอาเซียน การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ พบว่า มีดังนี้ 2.1) ควรจัดให้มีอุปกรณ์ชุดรับสัญญาณดาวเทียม มุมปฏิบัติการ ทางภาษา 2.2) ควรจัดการศึกษาดูงาน แลกเปลี่ยนบุคลากรในประเทศกลุ่มอาเซียน 2.3) ควรระดมทรัพยากรในชุมชนมาใช้ให้เกิด ประโยชน์ต่อการจัดกิจกรรมของศูนย์ภาษาอาเซียน 2.4) ควรมีส่วนร่วมในการนิเทศติดตามผลของเครือข่ายและศูนย์ภาษา อาเซียน การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ สำหรับแนวทางการพัฒนาศูนย์ ประกอบด้วย 1) พัฒนาครูและบุคลากรทาง การศึกษาและผู้รับผิดชอบศูนย์ภาษาอาเซียน จัดหาเทคโนโลยี และสื่ออิเล็กทรอนิกส์ จัดสภาพแวดล้อมศูนย์ภาษาอาเซียนทั้งภายใน และภายนอก ให้สะอาด ร่มรื่น สวยงาม จัดทำแผนงาน/โครงการ บูรณาการร่วมกับหน่วยงานเครือข่าย 2) สร้างเครือข่ายนิเทศ นิเทศแบบมีส่วนร่วม สรุปรายงานการดำเนินงานศูนย์ภาษาอาเซียนสู่สาธารณชนในรูปแบบที่หลากหลาย ส่งเสริมให้มีการนำผล การนิเทศไปใช้ในการปรับปรุงพัฒนาการดำเนินงานศูนย์ภาษาอาเซียน

     The objectives of this study were: 1) to investigate the operational state on development of an ASEAN-language center of non-formal and informal education of the districts under the Office of Mukdahan Provincial Non-Formal and Informal Education, and 2) to examine suggestions and guidelines on development of an ASEAN-language center in Mukdahan province. The population of this study was directors of a center of non-formal and informal education of the districts, teachers, and non-formal and informal education personnel, librarians of provincial and district public libraries, and the chairperson of the ASEAN-languages center committee, totaling 120 people. The instrument used was a rating scale questionnaire whose entire reliability value was 0.98. Statistics used to analyze data were mean (μ), standard deviation (σ), and frequency (f). The results were found as follows: In the overall operational state, the ASEAN-languages center of non-formal and informal education of the districts was at the high level. 2) At suggestion on the operation of the ASEAN-languages center of the districts’ non-formal and informal education, it was found as follows: 2.1) satellite signal receiving equipment and the sound lab corners should be provided, 2.2) a study trip and personnel exchange among the ASEAN countries should be provided, 2.3) the community resources should be marshaled for the benefit of activity arrangement by the ASEAN-languages center, 2.4) the ASEAN-languages center and their network should participate in supervision and follow-up of the districts’ non-formal and informal education. The guidelines on development of an ASEAN-languages center comprised: 1) development of teachers and educational personnel and those who were responsible for the ASEAN-languages center; provision of technology and electronic media; organization of the environment of the ASEAN-languages center both internal and external to be clean, shady and cool, and beautiful as well, and making a plan/project and integration of it with the network’s work unit. 2) Creation of supervisory network, participation in supervision, making a conclusion of the operational report of the ASEANlanguages center for the public into a variety of forms; promoting the application of supervision results for improving the operational development of the ASEAN-languages center.
