การศึกษาการดำเนินงานการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบล สังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษา ตามอัธยาศัยจังหวัดมุกดาหาร

Abstract

     การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพการดำเนินงานการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบล สังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดมุกดาหาร และ 2) เพื่อศึกษาข้อเสนอแนะแนวทาง การพัฒนาการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบล ประชากรและกลุ่มตัวอย่าง ได้แก่ ผู้อำนวยการศูนย์การศึกษานอก ระบบและการศึกษาตามอัธยาศัยอำเภอ ครูการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบล คณะกรรมการการศึกษานอกระบบ และการศึกษาตามอัธยาศัยตำบล ประชากร จำนวน 1,126 คน ได้แก่ ผู้อำนวยการศูนย์การศึกษานอกระบบและการศึกษาตาม อัธยาศัยอำเภอ จำนวน 7 คน ครูการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบล จำนวน 67 คน คณะกรรมการการศึกษานอก ระบบและการศึกษาตามอัธยาศัยตำบล จำนวน 1,052 คน และกลุ่มตัวอย่างจำนวน 344 คน ได้แก่ ผู้อำนวยการศูนย์การศึกษานอก ระบบและการศึกษาตามอัธยาศัยอำเภอ จำนวน 7 คน ครูการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบล จำนวน 59 คน คณะกรรมการการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบล จำนวน 278 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ชนิดมาตราส่วนประมาณค่า มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.98 สถิติที่ใช้ในการวิเคราะห์ข้อมูลประกอบด้วยสถิติพื้นฐาน ได้แก่ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ค่าความถี่ ผลการวิจัยพบว่า 1) การดำเนินงานการศึกษานอกระบบและการศึกษาตามอัธยาศัย ตำบล โดยรวมอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุด ได้แก่ ด้านการจัดกิจกรรมการเรียนรู้ และด้านที่มีค่าเฉลี่ยต่ำสุดได้แก่ ด้าน การนิเทศติดตามและรายงานผล 2) ข้อเสนอแนะแนวทางพัฒนาการดำเนินงานการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบล พบว่า มีแนวทางพัฒนา 3 ด้าน 1) ด้านการบริหารจัดการ ควรจัดทำแผนพัฒนาบุคลากร คณะกรรมการ กศน.ตำบล จัดทำแผนงาน โครงการ กิจกรรม งบประมาณ วัสดุอุปกรณ์ บูรณาการการดำเนินงานร่วมกับหน่วยงานทั้งภาครัฐ เอกชน และภาคประชาชน 2) ด้าน การมีส่วนร่วม จัดทำทำเนียบภาคีเครือข่ายในระดับตำบล สร้างและพัฒนาเครือข่ายการเรียนรู้ ประสานงาน ขอความร่วมมือจากภาคี เครือข่าย องค์กรชุมชน ในการจัดกิจกรรมการศึกษานอกระบบและการศึกษาตามอัธยาศัย 3) ด้านการนิเทศ ติดตามและรายงานผล ควรจัดทำแผนการนิเทศ ติดตามผล ประสานงานภาคีเครือข่าย ร่วมนิเทศ ติดตามผล ประชุมวิเคราะห์ และสรุปผลการนิเทศ นำผล การนิเทศไปใช้ในการพัฒนาการดำเนินงานการศึกษานอกระบบและการศึกษาตามอัธยาศัยตำบล

     The objectives of this study were: 1) to investigate the current state of managing non-formal and informal education of sub-districts affiliated with the Office of Mukdahan Provincial Non-formal and Informal Education Promotion, and 2) to examine suggestions for developing non-formal and informal education of sub-districts. The population was 1,126 comprising 7 directors of centers for district non-formal and informal education, 67 teachers of non-formal and informal education of sub-districts, and 1,052 members of boards of non-formal and informal education of sub-districts. The sample was 344 people comprising 7 directors of centers for district non-formal and informal education, 59 teachers of non-formal and informal education of sub-districts and 278 members of boards of non-formal and informal education of sub-districts. The instrument used was a rating scale questionnaire whose entire reliability value was 0.98. Statistics used to analyze data were mean, standard deviation and frequency. The findings disclosed the following: 1) Management of non-formal and informal education of sub-districts as a whole was at high level. The aspect that gained the highest mean score was of learning activity organization and the aspect that gained the lowest mean score was of supervision, follow-up and reporting. 2) The suggestions for developing non-formal and informal education of sub-districts comprised 3 aspects: 1) Management aspect. A plan for development of personnel should be made. Members of boards of non-formal and informal education of sub-districts are to have a plan, project, activity, budget, material and equipment by integrating their management in cooperation with the work units from government, and private and public sectors. 2) Participation aspect. A house for the networked members at district level is to be established. There should be creation and development of learning network by asking for cooperation from networked members and community organizations to arrange activity of non-formal and informal education. 3) Supervision, follow-up and reporting aspect. A plan for supervision, follow-up, networked members’ coordination, participatory supervision and follow-up, analytical meeting and conclusion of supervision result should be made. Results of supervision should be applied in development of managing non-formal and informal education of sub-districts.
