ยุทธศาสตร์การพัฒนากำลังคนระดับอาชีวศึกษาของสาธารณรัฐประชาธิปไตยประชาชนลาว ให้สอดรับกับประชาคมเศรษฐกิจอาเซียน

Abstract

     การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยและบริบทที่เกี่ยวข้องกับการจัดทำยุทธศาสตร์การพัฒนากำลังคนระดับ อาชีวศึกษาของสาธารณะรัฐประชาธิปไตยประชาชนลาว (สปป.ลาว) ให้สอดรับกับประชาคมเศรษฐกิจอาเซียน 2) ตรวจสอบความ เหมาะสมและความเป็นไปได้ของร่างยุทธศาสตร์ที่กำหนดขึ้น การวิจัยนี้ใช้วิธีการวิจัยเชิงปริมาณและเชิงคุณภาพ โดยสำรวจปัจจัย มูลเหตุ 8 ประการ ที่ทำให้นักเรียนสนใจเข้าเรียนในระดับอาชีวศึกษา โดยสัมภาษณ์ผู้แทนของกลุ่มธุรกิจและอุตสาหกรรม กลุ่มผู้บริหาร ระดับสูงของสถาบันอาชีวศึกษา ให้ได้แนวคิดในมุมมองของผู้ผลิตและผู้ใช้กำลังคน และสัมภาษณ์ผู้เชี่ยวชาญเพื่อให้ได้ข้อมูลและทิศทาง ในการจัดทำร่างยุทธศาสตร์การพัฒนากำลังคนระดับอาชีวศึกษา หลังจากนั้นจึงนำร่างยุทธศาสตร์ไปตรวจสอบโดยผู้เกี่ยวข้องกับการ จัดการอาชีวศึกษาและผู้ประกอบการธุรกิจและอุตสาหกรรม เพื่อให้ได้ข้อสรุปผลเป็นยุทธศาสตร์ตามต้องการ ผลการวิจัยพบว่า ยุทธศาสตร์การพัฒนากำลังคนระดับอาชีวศึกษาของ สปป.ลาว สอดรับกับประชาคมเศรษฐกิจอาเซียน สามารถนำไปสู่การปฏิบัติให้ ครอบคลุมได้ครบทุกด้านประกอบด้วย 5 กลยุทธ์ ในแต่กลยุทธ์ประกอบด้วย 3 มาตรการ คือ กลยุทธ์ที่ 1 สร้างการยอมรับระบบ อาชีวศึกษาของชาติให้เกิดขึ้นกับประชาชนและภาคีทุกฝ่าย กลยุทธ์ที่ 2 สร้างมาตรฐานระบบอาชีวศึกษาให้มีคุณภาพและประสิทธิภาพ เป็นสากล กลยุทธ์ที่ 3 สร้างความเสมอภาคให้กับประชาชนได้ใช้บริการของอาชีวศึกษาได้อย่างทั่วถึง กลยุทธ์ที่ 4 สร้างความร่วมมือกับ ภาคธุรกิจอุตสาหกรรมและเกษตรกรรม รวมถึงผู้ใช้แรงงานอย่างเป็นระบบ กลยุทธ์ที่ 5 สร้างเครือข่ายความร่วมมือกับนานาชาติและ ประชาคมเศรษฐกิจอาเซียน

     This study aimed to : 1) investigate the factors and contexts that were relevant to making a manpower development strategy at vocational education level of Lao PDR to accommodate with the ASEAN Economic Community (AEC), 2) verify the appropriateness and feasibility of the determined draft strategy. The study combined quantitative and qualitative methodologies by surveying 8 basic cause factors which made students enter into whether or not they will study at vocational education level. An interview was made with representatives of the groups of businesses and industries and of the group of top executives of vocational education institutions in order to derive ideas from point of view of manpower producers and employers. Also the experts were inter viewed to gain information and direction of formulating a draft development strategy of manpower at vocational education level. After that the draft strategy was verified by those who were concerned with vocational education administration including business and industrial entrepreneurs in order to reach the conclusion as a needed strategy. The findings revealed that manpower development at vocational education level of Lao PDR in order to accommodate with the AEC which can be applied comprehensively comprises 5 strategies of which each possesses 3 measures as the following : strategy 1 – creating the Nation’s vocational education to be recognized by the public and all the parties; strategy 2 – creating a standard of vocational education system to lead to generally accepted quality and efficiency; strategy 3 – creating equality among all over the people who receive vocational education service; strategy 4 – creating cooperation with industrial, business and agricultural sectors including labor employers systematically; and strategy 5 – creating cooperation networked to the international community and the AEC.
