Abstract
The objectives of this research were to study the success factors and impact of public fiscal system on administrative success according to the concept of 7s McKinsey model and to study the impact of management according to 7s McKinsey on the success of Rajabhat University’s administration using the questionnaires and interviewing the executives and those who involved in financial and accounting system in GFMIS system. The descriptive and inferential statistics was used to test the relationships and analyze the impact. The sample group consisted of 296 staff who involved in GFMIS from planning and policy department, financial department and procurement department of 38 Rajabhat universities. The study found that the success factors from public fiscal system in all 6 aspects positively affcctected the success of Rajabhat univesity’s administration, which each variable had a relationship with the the success of Rajabhat univesity’s administration that could describe at 96.72 percent which was statistical significance at .05, while the success of the 7s McKinsey administration in all 7 aspects positively affected the success of Rajabhat university’s administration significantly at the level of .05. The result of the interview analysis of that GFMIS was a system of financial, budget and accounting for government agency that caused the management to operate quickly and no complexity, easy to check for the errors if the operators of GFMIS system had ability to operate in GFMIS system, it affected on the financial report and had reliability, less error and compliance with financial report standard. This caused the executive and other users could apply the report with confidence, and could use for planning and making decision timely, comparable, checkable in order to make good decision.
